Reporting to the Director of Housing and Homelessness Services, the Manager of Housing Stability is overall responsible for the development and administration of housing stability programs and homelessness system management in the City of Brantford Service Manager area. The Manager of Housing Stability provides system leader oversight, guidance, monitoring and evaluation and is responsible for the contractual management of operators and agencies providing housing stability and homelessness support services.
Managing this division includes preparing work plans, setting priorities, developing goals, managing budgets and the overall supervision, monitoring and performance management and evaluation of staff. This position leads a staff team that is focused on program planning and project management and supervises the development and implementation of capacity building initiatives that support homelessness prevention, diversion, and housing stability promotion.
The Manager of Housing Stability is accountable for promoting and monitoring activities while furthering the local goals of the Reaching Home: Canada's Homelessness Strategy including leading the local Coordinated Access System and oversight management of the By Name List.
Interpersonal leadership skills as well as strong verbal, written and presentation skills are essential. Demonstrated research, analytical and report writing skills are required. The successful incumbent will have a record of strong leadership and guidance, project management, financial and business planning, team building, change management and commitment to results.
Key Responsibilities:
- Leads program planning and project management activities and supervises the development and implementation of capacity building initiatives that support homelessness prevention, diversion, and housing stability promotion.
- Develops and maintain close working relationships and regularly consult with community stakeholders, service providers, people with lived experience, staff and/or residents in the development, evaluation and/or revisions of program-related initiatives and identifies best practices to embed into housing stability and homelessness prevention programs.
- Conducts research on topics including social determinants of health, harm reduction and homelessness prevention to determine current best practices and make recommendations for ongoing system improvements.
- Write clear and concise briefing notes, letters, and reports regarding housing and housing stability programs for a variety of audiences including the public, senior staff and members of Council.
- Co-ordinates the development of program policies, procedures and program standards; maintains monitoring processes to ensure ongoing review; reviews and interprets legislation and provincial guidelines and provides recommendations related to new and existing policies and programs.
- Developing, monitor, and manage annual and multi-year capital and operating budgets for the Housing Stability Division.
- Manage a team of union and non-union staff to deliver programs and services that meets the established standards, metrics and targets.
- In collaboration with Human Resources, contribute to the resolution of labour relations matters including discipline, grievances and union partner relationship management.
Qualifications
- Must be able to demonstrate a level of expertise related to the duties described herein, acquired through successful completion of a four-year post-secondary degree in Business, Public Administration, Human Services, Social Sciences, or equivalent program of study
- Preference will be given to candidates with additional education and/or training in Community Development/Leadership, Project Management, or another relatable field of study
- Minimum of five (5) years progressively responsible experience in housing or homelessness program development, management and/or delivery, program evaluation, project management, policy and planning
- Minimum of three (3) years of demonstrated supervisory and leadership experience
- Highly effective leadership, facilitation, communication, presentation, interpersonal and organizational skills demonstrated by success in developing, leading, and managing technical and frontline teams
- Excellent oral and written communication skills and research ability
- Experience working with staff in a unionized environment and strong knowledge of Collective Agreements is an asset
- Demonstrated knowledge of relevant Standards, Acts, Legislation and Regulations, including the Ontario Human Rights Code, Accessibility for Ontarians with Disabilities Act (AODA), Housing Services Act, Residential Tenancies Act, and other relevant legislation, codes and bylaws
- Knowledge of housing stability policy, programs, relevant administrative policies and procedures, equity and inclusion approaches
- Excellent knowledge of computer software applications including MS Office
- Strong organizational, administrative, management, planning, problem-solving, and decision-making skills
- Proficiency in budget preparation and monitoring
- Knowledge and understanding of community resources in the City of Brantford and County of Brant
- Demonstrated community engagement expertise and experience in working across organizations to achieve results
- Demonstrated systems thinking ability and change management design, process and implementation strategies
- Demonstrated experience working with federal and provincial partners and grant funding streams
- Demonstrated project and contract management skills including the ability to effectively supervise and evaluate contractors and consultants, and resolve complex issues.
- Experience providing system leader oversight for Coordinated Access to housing and supports is an asset
- Experience working with Infrastructure Canada and leading the workplan associated with being a Designated Community under Reaching Home: Canada s Homelessness Strategy
- Management competencies including results/achievement focus, leadership, financial management, business planning, decision making/judgment, representation and professionalism and job knowledge
- Demonstrated political acuity and ability to negotiate, mediate, facilitate and present information to varied audiences
- Ability to deal effectively with elected officials, representatives of other levels of government, management, peers, staff and the general public
- Ability to work outside of normal business hours and travel to offsite locations when required
- Possess a valid Class 'G' driver's license in good standing during the course of employment
- Satisfactory Police Vulnerable Sector Check
- IMS 200 Certification or equivalent (ICS200) is considered an asset. Subject to course availability, certification must be achieved within the first year of employment.
