THIS IS A FULL-TIME PERMANENT NON-BARGAINING UNIT POSITION.
 
London & Middlesex Community Housing (LMCH) is seeking a passionate and hardworking Director of Finance & Corporate Services to oversee the development and implementation of a long-term financial plan for all LMCH owned and operated sites and future real estate development opportunities.
 
The ideal candidate will be a true partner and advisor to the CEO to set and execute on the organization’s vision, mission and strategic goals through finance and corporate services (procurement and IT). You will have a proven track record of developing actionable business strategies, objectives and plans that ensure alignment with short and long-term objectives. You are passionate about leading and coordinating financial and corporate services planning to support successful delivery on strategic aims.

­­­­­­­­­­­­­­­­1. OVERVIEW
 
Reporting to the Chief Executive Officer, the Director of Finance & Corporate Services is a member of the Senior Leadership Team (SLT) and key contributor to corporate decision-making and strategic planning. The Director of Finance & Corporate Services will act as a key resource to the Board of Directors and to Committees of the Board on issues related to the management of financial risks and resources. The Director of Finance & Corporate Services will have a broad set of responsibilities providing leadership and oversight to LMCH’s financial portfolio and key corporate services, and assumes leadership and oversight of LMCH employees responsible for the following business areas:
  • Strategic and business performance planning;
  • Finance and Treasury management (budget, forecasting, payroll, reporting, control measures and audit); 
  • Procurement and contract management;
  • Business systems process improvement;
  • Risk Management; and
  • information technology.
 
The Director of Finance & Corporate Services will provide leadership and oversight for the delivery of services that enable financial administration and corporate services throughout the organization, including the identification and measurement of key performance indicators, improvements in LMCH business practices, and supporting the renewal and redevelopment of the housing portfolio. Primary responsibilities in this role include, but are not limited to:
 
Leadership:
  • Builds and manages a high-performance team through effective leadership, coaching, and overall management of staff within areas of responsibility to ensure effective service delivery.
  • Participates in human resource activities including recruiting, selecting, hiring, professional development, and performance management of assigned staff.
  • Organizes staff and oversees day-to-day departmental operations.
  • Collaborates with the Senior Leadership Team (SLT) to shape strategic vision, mission, and corporate values.
  • Works collaboratively across the organization to achieve strategic goals and objective, develop and deliver action plans.
  • Develops and implements corporate policies and practices.
  • Works diligently to ensure quality services and customer satisfaction, organizational health and shareholder value, and alignment with the direction provided by the Board of Directors and its committees.
 
Corporate Financial Management:
  • Formulates LMCH Financial Strategy and executes financial plans.
  • Develops and oversees the execution of operational and capital financial strategies.
  • Collaborates with internal and external stakeholders to develop and implement funding strategies that support capital work, portfolio regeneration, and the Asset Management Plan (AMP). 
  • Oversees planning, analysis, and forecasting including the development of accurate and sustainable budgets.
  • Develops and implements necessary cost control efforts to support the success of the organization.
  • Ensures appropriate treasury management practices related to investments and cash management. 
  • Monitors the accurate and timely tracking, allocation and reporting of expenses and revenue.
  • Performs and provides financial analysis and reporting to management and the Board of Directors.
  • Ensures organizational compliance with reporting requirements from statutory obligations and the direction provided by the City of London.
  • Promotes the development of financial literacy, competency, and accountability across the organization.
 
Corporate Services and Organizational Effectiveness:
  • Provides strategic leadership to enhances organizational capability and effectiveness.
  • Oversees the implementation of strategies and practices to drive continuous improvement and ensure the effective delivery of corporate services to support other departments and the overall functioning of the main office.
  • Represents LMCH in a professional manner and treats all work-related contacts with respect and courtesy.
  • Ensures the timely response to all workplace accidents or incidents. 
  • Ensures that own work and the work of all staff is performed in compliance with statutory requirements, including all applicable Occupational Health and Safety legislation, Municipal Freedom of Information and Protection of Privacy Act, and LMCH policies and procedures.
 
Risk Management:
  • Chairs LMCH's Enterprise Risk Management (ERM) program and chairs the ERM Committee.
  • Implements and oversees risk mitigation practices and internal controls.
  • Ensures adequate insurance coverage and oversees the administration of insurance claims.
  • Oversees the analysis of the economic impact of business case proposals.
  • Ensures compliance with approved financial policies and procedures including the delegation of authority. 
 
Administration of Contracts, Partnerships and Legal Agreements:
  • Supports the development and administration of leases, procurement, contracts, and agreements.
  • Oversees corporate contracts including building systems, risk management, insurance, corporate leases, and agreements.
  • Ensures the effective management of contractors, vendors, and consultants.
  • Support the resolution of contract disputes and legal matters.
  • Collaborates with other agencies to develop and share best practices in financial services and administration.
 
Information Technology:
  • Develops and implements an IT transformation strategy.
  • Responsible for the execution and management of all IT functions, infrastructure, policies, and processes.
  • Directs IT operations to meet organizational needs.
  • Supports and maintains existing applications and develops new technical solutions.
 
Other Responsibilities:
  • Attends and participates in Board, Board sub-committee, Management Team and other committee meetings (internal and external) as required.
  • In coordination with other SLT members, provides CEO coverage.
  • Assists the CEO with special projects and assignments.
 
3. EDUCATION, EXPERIENCE, & QUALIFICATIONS:
  • Post secondary degree in Business Management, Commerce, Accounting, Finance, Economics, or a related field.
  • A professional accounting designation (CPA) or equivalent is required.
  • Minimum of 10 years of progressive leadership experience in finance and administration, and corporate services management at a senior level, or equivalent.
  • Demonstrated leadership experience in a multicultural, unionized environment working with a diverse client/tenant group.
  • Proven track record of strategically developing and leading change initiatives
  • Recent and relevant experience in the public/not-for-profit sector.
  • Working knowledge of Canadian Generally accepted Accounting Principles (GAAP) and all federal and provincial regulations including accounting standards issued by the Public Sector Accounting Board (PSAB) and Canada Revenue Agency regulatory requirements.
  • Familiarity with the community housing regeneration, the Residential Tenancies Act (2006) and requirements of the Housing Services Act (2011) would be considered an asset.
  • Knowledge an experience in property services is an asset.
  • Proficiency in Microsoft Suite, ERP/finance software and payroll systems.
  • Experience with Yardi Voyageur 7S is an asset.
  • Must possess a valid driver’s license, have access to a reliable vehicle, and carry adequate insurance.

5. POLICE RECORDS CHECK:
 
This position requires the successful candidate submit a current Police Records check from their local police service. A current LMCH employee who is the successful candidate for this position must also provide this document unless it is already on file and not more than one year old.
 
6. SALARY & BENEFITS:
 
Target salary range of $101,663.73 to $130,189.79 per annum; we also offer comprehensive health benefits and a defined benefit pension plan.
