Job Details
The Manager, Children’s Services manages the effective and efficient administration and delivery of the Children’s Services program within the City and County of Peterborough. Lead and oversee the planning, delivery, and evaluation of a wide range of programs and operational policies and procedures to support existing and new initiatives and services. Many of the plans are developed in coordination with partners from multiple sectors including education, health, and child welfare systems. Manage cross-functional teams, developing and implementing new programs and strategic change initiatives, business processes and standards to support the work of the Division and the Children Services program. Ensure compliance with legislation, policies, standards, and various service and operating agreements. Lead, design and develop both internal and external service integration and modernization planning through collaboration with members of planning tables, advisory and community groups. Design and lead stakeholder consultations to inform service planning, implementation of programs, and services delivered by the Division. Coordinate, monitor and approve purchase of service agreements and lead request for proposal processes.
Qualifications
Requires an individual who has as a minimum 4 year University Degree in Social Sciences and a minimum 7 years related social services management experience. Experience working in the child care and early years sector and comprehensive knowledge of the Child Care and early Years Act is ideal. Must possess strong leadership, management, and team building skills; proven interpersonal, negotiation and communication skills; the ability to effectively coach, motivate, and coordinate the work of others; the ability to support and facilitate positive work relationships in a unionized environment; good public and employee relations skills. Must have excellent analytical, problem-solving skills, project management, planning, financial management/budgeting and forecasting skills. Must have extensive knowledge of relevant legislation including but not limited to the Child Care and Early Years Act, Child and Family Services Act, Occupational Health and Safety Act.
Must be able to work independently using diplomacy and sound judgement. Must have a good working knowledge of word processing, spreadsheet, and presentation software applications. Must have an understanding and working knowledge of performance, change and conflict resolution management systems and strategies. Must possess creative/innovative focus on service delivery; a commitment to customer service and continuous improvement; a respect for the diversity of opinions, perspectives, and ideas; and be comfortable with a certain level of ambiguity and changing priorities and demands. Requires excellent communication and public relations skills to develop positive working relationship within the Corporation, with other Consolidated Municipal Service Manager (CMSMs), with service agencies and the community. Must have a valid Driver’s licence and provide own transportation to fulfil the responsibilities of the position. Frequent travel to fulfil the requirements of the position is required.
