The Municipality of Chatham-Kent has an opening for a permanent full-time Program Manager in the Employment & Social Services division.
 
Job description
The Program Manager, Employment & Social Services is responsible for the oversight of Employment & Social Services program delivery in Chatham-Kent. This includes Ontario Works Assistance, Employment and Homelessness programming for Chatham-Kent residents in need.
 
Essential responsibilities
  • Implement standards and policies for the Ontario Works, Employment Ontario and other social service program and monitor program outcomes, in accordance with Provincial Audit standards.
  • Oversee an annual operating budget for various programs offered within Employment & Social Services.
  • Identify and develop potential new program/service areas based on community input and needs.
  • Ensure adherence to legislation such as Ontario Works Act, Employment Standards Act, Ontario Health and Safety Act, Human Rights Code, and corporate policies.
  • Build and maintain strong relationships with other municipal divisions, partner agencies and key stakeholders in Chatham-Kent and the Province for coordination of programs and services.
  • Work with the Director to identify and apply for new sources of funding to support and assist the most vulnerable in the community.
  • Develop/revise business practises relating to provincial technology changes; provincial audit processes; staff recruitment and training.
  • Manage municipal and provincial budgets, develop service plans, and monitor program spending while ensuring targets and outcomes are achieved.
  • Act as a resource to supervisors on complex human resource related questions and concerns and safety issues.
  • Assists in planning and service delivery for affected residents in community emergencies such as large scale floods, weather related emergencies and power outages for the provision of basic needs.
 
Essential qualifications
  • University degree in Social Work or Social Sciences, with four (4) to six (6) years of related experience; preference given to a Masters of Social Service or Social Sciences and/or professional designation (M.S.W., B.S.W., etc.)
  • Experience in social service delivery, preferably the Ontario Works program Supervisory/management experience, preferably in a social services environment
  • Experience in designing and implementing service models, client satisfaction initiatives and service quality strategies
  • Understanding of equity, homelessness, social work and poverty reduction methodologies; of local labour market needs; and, issues
  • Experience overseeing a large annual operating budget and monitoring program performance and outcomes
  • Working knowledge of the Ontario Works legislation; Ontario Works Act and Directives; Child Care and Early Years Act; Residential Tenancies Act and Housing Services Act
  • Experience in project management and / or change management
  • Strong computer skills, specifically Microsoft Office (Word, Excel, PowerPoint, Outlook) (or similar software programs)
 
Work environment/hours of work
This position works weekday hours, with occasional evening hours and call-in

The Municipality of Chatham-Kent no longer requires a COVID-19 vaccination as a condition of employment. Although it is not mandatory to be vaccinated, it is highly encouraged.
 
Driver’s license/vehicle requirements
Because this position would be required to travel, a valid Province of Ontario driver's license with a reliable motor vehicle is necessary.
 
Background check
Successful candidates will be required to complete a background check prior to commencement of employment. A background check may include the following: education/certification verification and employment reference check. Because of the environment this position will be working in, the successful candidate will be required to furnish an original Police Information Search (criminal reference check) (working with vulnerable persons) prior to commencement of employment.

  • Sitting: frequent sitting in a chair (desk, meetings, driving/travelling)
  • Reaching: occasional reaching above shoulder, below shoulder, forward, backward, handling (files at desk)
  • Hands: frequent fine finger dexterity (movement), mousing (writing reports, using computer and mouse for emails, reports, daily correspondence; Ontario Works Social Assistance Management System (SAMS) data entry and notes)
 
Benefits
This permanent full-time position will receive an annual salary of $124,054.00 to $146,275.00 plus benefits including participation in the OMERS pension plan (mandatory), vacation entitlement and a comprehensive benefit package that includes life insurance, accidental death and dismemberment, short- and long-term disability, extended health and dental benefits following the successful completion of a 3-month waiting period.
