About the job
Reporting to the Director, Human Services the Children’s Services Manager is responsible for overseeing all services and programs of the Children’s Services Division, including the role of consolidated municipal service manager, Canada-wide Early Learning and Child Care (CWELCC), fee subsidy, home childcare, special needs resource program, early year’s programs and other related programs or initiatives.  The Manager is responsible for the implementation of strategic initiatives, and for building and developing relationships with various public and private sector representatives at various levels of government related to childcare and early years planning.  The Manager also sits on various internal and external committees, working to enhance the delivery of services and develop strategic directions. 

Requirements
  • University degree in Child Studies, Early Childhood Education, Social Work, Public Administration or in a related field.
  • Five years of experience in a supervisory or management role.
  • Lead systems change by successfully working with multiple stakeholders to build on system strengths and assets, working both with and through, a diverse range of internal and external partners.
  • Build community/system capacity building to leverage collective resources towards a shared vision.
  • Apply change management strategies at the micro and macro system level to support system transformation.
  • Report writing and presentation skills for a wide array of audiences, including Council and system partners.
  • Excellent knowledge of the various Children’s Services Programs including the Child Care and Early Years Act.
  • Excellent presentation and communication skills.
  • Ability to plan, organize, develop, implement, and interpret goals, objectives, and policies.
  • Demonstrated ability to develop relationships, listen to the needs of various audiences and creatively meet those needs through negotiation, mediation and collaboration.
  • Effective leadership skills, with a strong focus on mentoring and motivation of employees
  • Demonstrated time management and organizational skills.
  • Ability and willingness to travel.
  • Valid Standard First Aid certification required.
  • Valid Class G Driver’s License
  • Clean Vulnerable Sector Criminal Reference Check
 
Asset
  • Proficient in Microsoft Applicants, Ontario Childcare Management System (OCCMS) and Onelist.
