The Opportunity
As the Manager, Housing Projects you will direct and administer the Housing project portfolio, including working with provincial, federal and other community partners to deliver new affordable housing projects and optimize the use of existing District Housing assets, in accordance with the District’s Ten Year Housing and Homelessness and Housing Asset Management Plans

What you will do:
  • In accordance with the District’s ten Year Housingand Homeless Plan, work with the federal, provincialand other community partners, including privatesector developers to plan, direct and / or participatein the provision of new affordable and attainablehousing in Muskoka. This includes leading andpreparing housing development proposal calls andprocurement documents.
  • Provide oversight and direction in implementing theSocial Housing Asset Management Plan andGovernance Model Review for the MuskokaMunicipal Non-Profit Housing Corporation.
  • Prepare reports for Senior Management andCommunity & Planning Services Committee.
  • Conduct project site visits, attend site meetings tomonitor construction progress and respond tomatters requiring attention.

What you will need:
  • Graduation from a 3-year Post SecondaryProgram in a related area (such ascommunity planning, urban development,project management, business administrationor legal), or equivalent combination ofeducation and experience
  • Five (5) years of progressive, related anddemonstrated experience in housingdevelopment, including the facilitation ofhousing projects.
  • Thorough knowledge of housingdevelopment, project management,affordable housing delivery, applicablelegislation/regulatory standards, grantprocesses, local government functions andresponsibilities, and legislation/policyaffecting affordable housing development andprograms.

Manager, Housing Projects

POSITION SUMMARY:
Direct and administer the Housing project portfolio, including working with provincial, federal and other community partners to deliver new affordable housing projects and optimize the use of existing District Housing assets, in accordance with the District’s Ten Year Housing and Homelessness and Housing Asset Management Plans

DUTIES & RESPONSIBILITIES (not limited to):
  • In accordance with the District’s ten Year Housing and Homeless Plan, work with the federal, provincial and other community partners, including private sector developers to plan, direct and / or participate in the provision of new affordable and attainable housing in Muskoka. This includes leading and preparing housing development proposal calls and procurement documents.
  • Provide oversight and direction in implementing the Social Housing Asset Management Plan and Governance Model Review for the Muskoka Municipal Non-Profit Housing Corporation.
  • Prepare reports for Senior Management and Community & Planning Services Committee.
  • Conduct project site visits, attend site meetings to monitor construction progress and respond to matters requiring attention.
  • Monitor cash flow, capital budgets and project schedules, prepare variance reports and recommend payments for affordable housing projects.
  • Liaise with other departments (Legal, Planning, Finance) and external stakeholders (Developers, various levels of Government, and Senior Leadership) regarding housing development, project planning, funding opportunities, issues and concerns, to promote and encourage positive local housing development.
  • Initiate, oversee and conduct complex research, analysis and data management activities in support of housing policy and program development.
  • Provide information, analysis and advice on emerging issues and trends, policy and program changes and strategies, to advance the creation of affordable housing in the District.
  • Accountable for the safety and security of employees and workplaces and to ensure that employees work safely and in compliance with relevant statutes and regulations and within the safe work procedures and directives as established by the District.
  • Perform related duties as assigned.

MINIMUM EDUCATION, EXPERIENCE & QUALIFICATIONS:
  • Graduation from a 3-year Post Secondary Program in a related area (such as community planning, urban development, project management, business administration or legal), or equivalent combination of education and experience
  • Five (5) years of progressive, related and demonstrated experience in housing development, including the facilitation of housing projects.
  • Thorough knowledge of housing development, project management, affordable housing delivery, applicable legislation/regulatory standards, grant processes, local government functions and responsibilities, and legislation/policy affecting affordable housing development and programs.
  • Experience working in multi-stakeholder environments (e.g. delivering community consultation, engagement, and organization), within at least one of the following areas: public, private and/or community organizations.
  • Proven ability to accomplish performance objectives in a corporate team environment, exhibiting strong communication (written, oral and interpersonal), analytical, public relations, organizational, project/time management and team building.
  • Proficiency in a computerized environment.
  • Valid Ontario driver’s license.
