Full-time Housing Services Supervisor to Join the Team!

Position Summary: 
Reporting to the Housing Services Manager, the Housing Supervisor will supervise, guide and direct staff in the daily operations and delivery of community, social and affordable housing programs in Huron County. The position will assist in identifying, developing, implementing and maintaining housing programs across a range of program types.

The Housing Supervisor ensures effective and efficient tenant relations and day-to-day operations in the provision of community and social housing in properties owned and operated by the local Housing Corporation and the County of Huron. The Supervisor also assists the Housing Services Manager in the creation, delivery and monitoring of affordable housing programs. The position develops policies, processes and training for the division in conjunction with existing and new legislation and municipal practices.

Role and Responsibilities:
  • Supervise the daily work of staff, operations and service delivery, in accordance with corporate and legislative requirements.
  • Direct, guide and advise staff on service delivery and operational matters, consulting and advising management, as required.
  • Develop and implement strategies, policies and standard operating guidelines to ensure effective and efficient client and tenant relations, management and day-to-day operations of the Huron County Housing Corporation properties and affordable housing programs.
  • Assist Manager in the creation, delivery and monitoring of social and affordable housing strategies and initiatives including rent supplements, homeownership, Investment in Affordable Housing, Ontario Priorities Housing Initiative, Canada Ontario Housing Benefit, etc. in accordance with local, provincial and federal guidelines and the local Long-Term Affordable Housing and Homelessness Plan.
  • Ensure provincial Ministry and corporate financial, statistical and other reports are produced in a timely and accurate manner.
  • Assist staff in the establishment and achievement of annual goals and complete an annual performance development for each staff member.
  • Ensure that mechanisms are in place for effective tenant relations and assist in the resolution of non-tenant issues as required (town hall meetings, tenant surveys).
  • Oversee rent and arrears calculations and collection, and provide direction to staff.
  • Collaborate with divisional, departmental and corporate colleagues to assist in providing integrated, effective and efficient service delivery.
  • Provide input to Property Services on maintenance and capital project needs and collaborate on project implementation.
  • Develop, monitor and report on operating budget for Housing Operations.
  • Contribute to the development, monitoring and reporting of key performance indicators for Housing Services.
  • Be aware and follow relevant legislation and provincial policy requirements governing the operation of social, community and affordable housing.
  • Monitor the performance of current housing property management programs (Yardi Voyageur Software) and become a Yardi Super User to ensure program compatibility with provincial legislation and user effectiveness and productivity.
  • Ensure efficient administration of the Rent Supplement Program, including negotiation of agreements with landlords, participate in the resolution of issues and ensure monthly payments are issued in a timely and accurate manner
  • Oversee the collection of information and submit the Service Manager Annual Information Return Report to the Ministry of Municipal Affairs and Housing.
Qualifications and Education Requirements:
  • University Degree or College Diploma in Social Sciences, Business Administration or Public Administration.
  • In-depth knowledge of provincial legislation regarding the Housing Services Act, 2011 and the Residential Tenancies Act.
  • Minimum 3 years experience working in the Social Housing program sector, including the supervision of front-line staff and housing operations.
  • A designation from a recognized housing administration educator (such as the Institute of Housing Management) is an asset.
  • Expected proficiency in the use of computer software applications and programs, with knowledge of the Yardi Voyageur software an asset.
  • Excellent interpersonal and leadership skills, strong planning and coordination skills, effective written and verbal communication skills, and solid organizational and time management skills.

  • Valid Ontario Class “G” Driver’s License and reliable vehicle for use in corporate business
Compensation:
  • Starting wage - $42.67 per hour; as per the 2023 non-union pay grid.
