The County of Hastings has an opening for a permanent full time DIRECTOR OF COMMUNITY & HUMAN SERVICES. This is a Non-Union position reporting to the Chief Administrative Officer. The Director of Community and Human Services is responsible to provide executive leadership of the Community and Human Services Department including overall responsibility and accountability for the Provincial/County programs and services in accordance with relevant Acts, regulations, Provincial Service Contracts, policies and directives of the Ministry of Children, Community and Social Services, Ministry of Municipal Affairs & Housing, Ministry of Education, Ministry of Training, Colleges, and Universities, the County of Hastings and all relevant professional bodies. The Director provides and manages programs in order to maximize available provincial funding to improve services for the people of Hastings County. Geographically it is the second largest county in Ontario, stretching almost 160 kilometers from the Bay of Quinte in the south to the edge of Algonquin Park in the north. Including the cities of Belleville and Quinte West, more than 145,000 people make Hastings County their home. With easy access into the cities of Toronto, Ottawa and Montreal either by road or rail Hastings County is strategically located.

Residents’ health care needs are served by Quinte Health Care Corporation (QHC) and family health teams throughout the County. QHC runs three hospitals in the Town of Bancroft and cities of Belleville and Quinte West. It also owns and operates a hospital in Picton in Prince Edward County.

Duties:
  • To provide leadership, guidance and direction in the management and implementation of Community and Human Services programs for residents of the County of Hastings.
  • To support the directions, priorities and objectives set out in the County’s Strategic Plan.
  • Develop and implement annual long and short-term goals, objectives and performance indicators that support the organizational mission and strategic initiatives. Ensure that each sub-department has documented goals and objectives for each program and that each service provided is consistent with the Provincial Service Contract.
Qualifications:
  • Successful completion of post-secondary education in Social Sciences, Business Administration or Public Administration.
  • Seven to eight years progressive management experience within a municipal or senior government or fully developed private agency.
  • Proven management, leadership, team building and administration skills.
  • Thorough knowledge of relevant legislation, programs, policies and guidelines.
  • Strong strategic, analytical and critical thinking skills.
  • Strong organization, problem-solving and decision-making skills.
Salary Range: $134,068 – $156,805 per annum, with excellent fringe benefits

HOURS OF WORK: Monday – Friday, 8:30-4:30, 35 hours per week plus attendance at Council and Committee meetings as required. Hastings County Council has adopted a Remote Work Policy that supports hybrid work arrangements.
