Supervisor - Homelessness Outreach
Reporting to the Area Manager, the successful candidate will be responsible for the supervision, coaching and development of homelessness outreach staff who are working in the community that cover 24/7 schedules
 
The incumbent will:
  • Lead and oversee the development and implementation of projects, programs, and services to achieve Ministry program outcomes and reform initiatives, such as Poverty Reduction, Human Services Integration, Ending Chronic Homelessness and Social Assistance Renewal, in partnership and/or consultation with residents/clients, staff, community partners, and other stakeholders
  • Represent the Division with other levels of government to build strong effective collaborative stakeholder relationships to address the needs of residents and communities and develop appropriate responses that support improved social, personal and economic circumstances for both residents and the community
  • Assess program impacts and make recommendations for change to ensure consistency and compliance with the Homelessness Supports and Divisional priorities, and establish, monitor, and evaluate program performance, outcomes, and effectiveness against procedural and reporting requirements
  • Apply knowledge of local trends and available programs to assess emerging issues and service enhancement opportunities, ensuring opportunities for networking and program development between local community agencies, and funding resources geared for individuals receiving homelessness supports
  • Manage all aspects of the change management process to support program and policy implementation and organizational transformation that impact operations, staff, clients, and residents
  • Coordinate staff training and development to increase knowledge homelessness and life stability supports and services to meet the evolving needs of residents and the community
  • Manage service delivery operations at local offices and in community, through the prioritization of activities and services, and allocation of staff and resources ensuring relevant, timely and effective services for clients and residents
  • Make staffing related decisions such as scheduling staff, assigning workload, and recruitment and selection
  • Oversee the allocation of regional, provincial, and federal funding and resources to clients and residents, through the completion of regular client file reviews, and the review, analysis, and approval of decisions for discretionary benefits
  • Ensure the successful achievement of program targets and goals through collaborative and innovative problem solving to meet the complex needs of clients and high-risk residents
  • The Supervisor will manage the complex issues that may arise from those experiencing homelessness, mental and physical health issues, poor life and social skills, history of trauma or abuse, social isolation and/or addiction issues
The successful candidate will possess:
  • A degree in Social Sciences or a related discipline
  • Knowledge of Ontario Works Act, Legislation and directives, Income and Employment Support Regional policies and procedures as well as other relevant legislation and programs (Ontario Disability Support Act, Child and Family Services Act, Housing Services Act, Family Law Act, Housing Services Act, Residential Tenancies Act, local by-laws, and standards
  • In depth knowledge of homelessness By-Name List, Coordinated Access Systems, and best practices
  • Knowledge of local community resources including the shelter structure system, respite beds, winter warming and transitional housing options
  • Previous supervisory experience or evidence of demonstrated leadership skills
  • Knowledge of team building principles and project management techniques
  • Superior interpersonal and written communication skills
  • Sound judgment, problem solving and analytical skills as well as highly developed conflict resolution skills
  • Ability to make decisions, prioritize activities and respond to multiple issues simultaneously, set goals and identify future directions while considering issues and perspectives of different stakeholders
  • Proficiency in computer programs such as Microsoft Office programs and the Homeless Individuals & Families Information System
  • A valid class G2 driver's license
Management & Exempt Salary Grade 6
  • Salary: $94,590 to $118,238 per annum
Conditions of Employment
Prior to the start date, the successful candidate will be required to provide a satisfactory Police Vulnerable Sector Check dated within two (2) months from date of hire. Proof of education, qualifications and any other job bona fide requirements will also be collected.
 
In addition, all new hires must be fully vaccinated upon hire to meet the Region's Mandatory Covid-19 Vaccination Policy. As required, exemptions will comply with the Ontario Human Rights Code.
