Job Summary
The successful candidate must possess a degree in Finance, Economics or Accounting along with five (5) years’ experience in financial roles working in budget analysis. The candidate must have a demonstrated ability to develop, coordinate and deliver accurate financial analysis and presentations for stakeholders within critical timelines. Strong communication skills with the ability to work effectively in a team and independently is required as is excellent analytical and organizational skills. Advanced skills in Microsoft Office Suit (Excel, Word and PowerPoint) are required. Knowledge of municipal finance and the SAP management information system is an asset, along with a CPA designation or enrollment in the CPA program. An equivalent combination of education and experience will be considered.

Duties & Responsibilities
  • Develops annual operating budget for Children’s Services, in consultation with program staff in accordance with corporate financial policies and financial reporting requirements.
  • Monitors actual expenditures and subsidies/revenues and investigates significant variances through consultation with department staff for the preparation of operating budget variance reporting to Council three times per year.
  • Prepares monthly, quarterly and year-end reports for Provincial programs.
  • Analyzes and monitors all financial activities of the Children’s Services Department operating budgets and supports requests for analysis and data trends.
  • Ensures accurate compilation and reporting of the Children’s Services Department budgets including the use of SAP reporting.
  • Cross trains to perform financial duties of other program areas as required.
  • Provides analytical support to Children’s Services and Finance staff as required.
  • Completes Ministry reports as required.
  • Tracks and reconciles Ministry funding and grants.
  • Performs ad-hoc analyses as required.
  • Performs other duties as assigned.

Skills & Qualifications
Essential:
  • Degree in Finance, Economics or Accounting.
  • Five (5) years’ experience in financial roles working in budget analysis.
  • Demonstrated ability to develop, coordinate and deliver accurate financial analysis and presentations for stakeholders within critical timelines.
  • Strong communication skills.
  • Ability to work effectively in a team and independently.
  • Excellent analytical and organizational skills.

Preferred:
  • Knowledge of municipal finance.
  • Knowledge of the SAP management information system.
  • CPA Designation or currently enrolled in the CPA Program
