Social Services Program Manager, Life Stabilization (City of Peterborough)

Position Description:
Lead the effective and efficient administration and delivery of social assistance programs within the City and County of Peterborough including planning, delivery, and evaluation of a wide range of life stabilization programs. The Program Manager develops, funds, and manages programs that support Life Stabilization through purchase of service agreements or building referral relationships with internal and external partners. This ensures that local services are available to social assistance recipients and collaborative.  Supports front-line staff to develop case management strategies, action plans, and follow up. Develop and implement new programs and strategic change initiatives, business processes, KPIs and performance standards ensuring compliance with legislation, operational practices, policies, standards, and various service and operating agreements. Lead, design and develop both internal and external service integration and modernization planning through collaboration with members of planning tables, advisory and community groups. Design and lead stakeholder consultations to inform service planning, implementation of programs, and services delivered by the Division. Coordinate, monitor and approve purchase of service agreements and lead Request for Proposal (RFP) processes.

Qualifications and Other Pertinent Details:
Knowledge and experience normally associated with a minimum 4-year University Degree in Social Sciences and a minimum 7 years related social services management experience. Experience working in social assistance and social assistance transformation as well as a municipal environment is an asset. Must possess strong leadership, management, and team building skills; proven interpersonal, negotiation and communication skills; the ability to effectively coach, motivate, and coordinate the work of others; the ability to support and facilitate positive work relationships in a unionized environment; good public and employee relations skills.  Must have excellent analytical, problem-solving skills, project management, planning, financial management/budgeting and forecasting skills. Must have extensive knowledge of relevant legislations. 

Must be able to work independently using diplomacy and sound judgement. Must have a good working knowledge of word processing, spreadsheet, and presentation software applications. Must have an understanding and working knowledge of performance, change and conflict resolution management systems and strategies. Must possess a creative/innovative focus on service delivery; a commitment to customer service and continuous improvement; a respect for the diversity of opinions, perspectives, and ideas; and be comfortable with a certain level of ambiguity and changing priorities and demands. Requires excellent communication and public relations skills to develop positive working relationship within the Corporation, with other Consolidated Municipal Service Manager (CMSMs), with service agencies and the community. Must have a valid Driver’s licence and provide own transportation to fulfil the responsibilities of the position. Frequent travel to fulfil the requirements of the position is required.

Salary/Hourly Rate: $99,070 - $108,290
