Position Summary
  • This position provides technical, analytical, and evaluative expertise to ensure that the allocation, administration, and reconciliation of Early Learning and Licensed Child Care (ELLCC) system funding, complies with provincial guidelines and municipal policy.
  • Relative to the Canada-Wide Early Learning and Child Care (CWELCC) program, this position actively interfaces with Licensed Child Care Operators through both on site visits and remote communications, to analyse budgets, revenues, and expenditures, with the intent to assess program viability, eligibility of expenses, profit thresholds and funding compliance.
  • Under the guidance and direction of the CWELCC Program Supervisor, this role is responsible for informing the development of procedures, processes, and tools to support compliance related activity and decision making. 
  • In addition to CWELCC, this position supports the administration of other program funding, and analyzes interrelatedness of funding lines, providing recommendations re same.

Position Requirements
  • Minimum two (2) years related work experience; or, an acceptable combination of education and experience.
  • Experience working through critical analyses of compliance requirements desired.
  • Project management experience would be considered an asset.
  • An ability to interpret provincial or other governmental guidelines and directives.
  • Significant education and demonstrated knowledge and experience in accounting, business practices, administration and financial compliance.
  • Knowledge specific to financial and business practices related to commercial and non-profit business considered an asset.
  • A two year diploma in Early Childhood Education or equivalent combination of education and experience strongly preferred.
  • Knowledge of the Child Care and Early Years Act 2014.
  • An understanding of research, data analysis, and evaluation concepts.
  • Demonstrated ability to present information to internal and/or external stakeholders.
  • Intermediate to advanced skills with Microsoft Applications including Word, Excel, Teams and Power Point.
  • Time management, organizational, prioritization, and multi-tasking skills.
  • Demonstrated competency using complex information to make sound judgments and decisions.
  • Effective communication skills, both oral and written.
  • Analytical abilities to effectively review complex materials and opportunities for improvements.
  • Ability to work effectively within team environment toward common goals.
  • Ability to work independently within stated objectives.

Compensation Information
$68,280.00 - $83,073.00 per annum
