Electrical Maintenance Technician (County of Huron)

 
Position Summary:

The Electrical Maintenance Technician is responsible for completing residential and light commercial electrical tasks in the County’s community housing sites and municipal buildings. Typical duties will include but are not limited to general maintenance and repair in carpentry, plumbing, specific grounds maintenance and snow removal, and building systems, including structures, interiors and equipment.

The Electrical Maintenance Technician will oversee the operation and servicing of building systems such as HVAC, electrical, plumbing and security.
This position will normally work 40 regular hours per week. This position is responsible for after-hours urgent and emergency calls, in a rotational schedule, and determining the most effective means of handling each situation.  As emergency response measures require problem-solving and rapidly assessing and determining the best course of action, knowledge of all of the County municipal facilities and the housing units, and their corresponding systems, is essential.

Role and Responsibilities:

• Maintain and promote the confidentiality of tenant information and other data.
• Interact with tenants and the public as necessary in performing duties and providing customer service.
• Applies approved operating policies, procedures and legislation and supplements the judgment and initiative of the Operations Supervisor.
• Uses initiative and judgment to solve problems at County-owned municipal and housing properties.
• Performs electrical work within residential apartments, family units, and other County-owned facilities. Install new electrical devices, replace electrical devices, and troubleshoot electrical circuits as required.
• Performs carpentry repairs to interior/exterior-including doors, windows, screens, kitchen cabinets, molding and baseboards, replaces caulking and weather stripping, and repairs to the floor and tub tiles, interior/exterior walls, porches, and steps.
• Performs plumbing repairs including replacement of sinks, toilets, vanities, shower heads, and faucets, general repairs to these items including the unclogging of drains and toilets, and flushing of water heaters.  Performs general plumbing maintenance such as repair of leaks in drains and faucets, and replacing drain hoses or washers.  Plumbing work may consist of hot work and soldering of pipes.
• Performs mechanical repairs to items such as door closers, deadbolts, locks and other door hardware as required.
• Service appliances, which includes troubleshooting concerns with building washers and dryers, refrigerators and stoves, and air conditioning units.
• Oversee the Electrical Safety Authority online permit process.
• Maintain keys and key log books.
• Assess, prioritize and implement a routine to ensure timely completion of tasks.
• Maintain main entrance doors and closet doors through all Housing units.
• Monitors fire alarm systems and equipment, troubleshoot problems with life safety equipment and ensures repairs are conducted in a timely manner.
• Oversees the operations and servicing of the HVAC systems, equipment, and accessible lift.  Make adjustments to the building automation systems.  Perform furnace troubleshooting.
• Ensures maintenance of grounds by completing repairs to fences and snow removal from County buildings and Housing Corporation buildings, as required.
• Authorization to purchase supplies and equipment within pre-determined limits at local outlets for repairs and maintenance of apartment buildings and family units and County buildings.  Authorization to procure local trades as required in the absence of a direct supervisor or in an emergency situation.Acquire and have knowledge of all County buildings in case of emergencies, ie gas shut-offs, water supply, main electrical disconnects, sprinkler systems, etc.
• Assist with the development of the scope of work for move-out unit restorations.
• Replace displaced security cameras, and report vandalism. Work with the County’s Business Technology Solutions team or a contractor to help troubleshoot issues with security cameras.
• Provide daily administration of all life safety systems including fire alarm systems, sprinkler systems, emergency lighting and generator equipment for compliance with the Fire Code.
• Liaison with contractors to explain building-specific conditions relative to the work being completed.  In the absence of a direct supervisor, monitors the progress of operational and capital work and reports issues.
• Acts as first contact and liaison with the fire department, ambulance and police during emergencies, as outlined under the Fire Safety Plan.  Reports tenant and health and safety issues to Supervisor.  Call 911 when appropriate.
• Responsible to perform Preventive Maintenance regular checks.
• The position will require the incumbent to be available for after-hours emergency calls including weekends and statutory holidays.
• Provide guidance and direction to summer students and new employees on work tasks.
• Must be highly motivated, working well alone and with others.
• Coverage of other areas due to staff absences

Qualifications and Education Requirements:

• Electrician — Construction and Maintenance – 309A license
• Grade 12 OSSG Diploma.
• Four years of experience working in a multi-unit residential environment or a trade, such as carpentry, plumbing, electrical or HVAC
• Competent in the use of hand and powers tools, testing and diagnostic equipment
• Valid driver’s license and access to a reliable vehicle
• General knowledge of provincial codes and regulations, including building and Fire Codes, Occupational Health and Safety Act, WHMIS, TSSA regulations.
• Strong communication and interpersonal skills, including awareness of social issues, and the ability to deal tactfully and resourcefully with tenants.

Preferred Skills:

• Minimum of five years’ experience in a residential construction setting as a licensed electrician.
• Sound knowledge of the Ontario Electrical Code.
• Ability to work with a variety of personalities with tact, solid customer service skills, teamwork and interpersonal skills.
• Self-motivated, strong work ethic, and positive team attitude. Able to build and maintain relationships with other Departments, contractors, vendors and government agencies.
• Basic mathematical skills are required in taking measurements and reporting.
• Effective attention to detail and a high degree of accuracy.
• Committed to working in an interdisciplinary, diverse setting.
• Commitment to non-violent crisis intervention, de-escalation, and supporting tenants.
• Knowledge of elevators, lifts, building automation systems and standby generators.
• WHMIS and First Aid, or the ability to obtain.
• Valid Ontario Driver’s License and able to provide a clean driving abstract.
• Excellent communication and leadership skills.
• Computer literacy with the ability to use smartphones and computers/tablets, including effective working skills in Outlook.

Additional Notes:

• Valid Ontario Class “G” Driver’s License and reliable vehicle for use on corporate business, and ability to provide a clean driver’s abstract.
