Major Responsibilities:
As part of the division's extended management team, the Program Manager provides strategic leadership and implements divisional priorities, that impact the early years system, and responsible for managing the development, sustainment and operation of business intelligence and performance management systems in support of service planning, and the delivery and monitoring of services for children and their families.
  • Manages the delivery of the child care service system by providing management information, analysis and reporting on service program/quality and operational performance; ensures that programs/services meet legislative requirements and Council approved direction/quality standards
  • Provides financial and Business analysis for projects, including the identification and analysis of high risk issues in order to implement control measures to protect the interest of the division and misuse of city resources
  • Provides advice to the General Manager and the Children's Services Division on risk, integrity and accountability
  • Manage and analyze statistical data to find trends and/or identify potential risk
  • Coordinate actions needed and responses to all complaints / allegations received through the Auditor General's Fraud and Waste Hotline and other sources such as 311
  • Manages the Quality Assurance and Risk Management teams within the unit
  • Manage the Division's Quality Assurance program for Children's Services programs and services
  • Oversees and supervises the risk management function that acts as a catalyst in building a culture based on awareness, integrity and accountability across the division
  • Liaise with the Ombudsman in responding to community and client complaints. Makes recommendations to the Division on business strategies
  • Contributes to the development and implementation of the Child Care Service Plan and unit operation plan to meet divisional priorities and performance objectives, in the role of member of the extended Divisional Management Team
  • Manages project teams that initiate, develop and implement policies/programs and City wide initiatives. Oversees the project plan, timelines, ensures high standard of work quality and organizational performance
  • Liaises and negotiates with agencies and institutions that comprise the child care community, consumers, advocates, provincial/federal and municipal elected representatives/officials, media and other stakeholders; provides information or briefings as necessary on service/policy issues and other issues affecting the wards of assigned/geographic area
  • Coordinate research projects with other groups in the child care community to improve quality and build capacity in the sector 
  • Develops, recommends and administers the annual budget for the unit, and ensures that the unit's expenditures are controlled and maintained within approved budget limitations. Represents the unit on Capital project management
  • Manages service contracts and funding agreements within the portfolio of responsibilities to ensure compliance with Council approved policies, legislation and provincial guidelines
  • Manages joint labour/management sub-committees. Represents the Division in labour negotiations and manages the business changes required as a result of new collective agreements. Represents the Division on cross-divisional and intergovernmental initiatives. Represents the City on Community Planning & Advisory bodies
  • Manages Divisional projects and initiatives in support of an integrated system of services for children and families
  • Develops and implements detailed plans and recommends policies regarding program specific requirements
  • Manages, motivates and trains the unit’s staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others
  • Supervises the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and controls vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments and recommends disciplinary action when necessary
  • Represents the Corporation and Division on a variety of community groups, research groups, collaborates with academia groups, child care, Boards of Education, municipal and politicians to ensure the strategic directions of the service plan are understood and achieved
  • Represents the Corporation and Division at conferences disseminating information related to new research and practices in the field, demonstrating Children's Services as a leader in the field
  • Recommends policy and operational changes with internal/external bodies, based on assessment of needs, ensuring efficient/effective service is provided
  • Manages labour relations, including the hearing of grievances, WSIB, etc.
  • Prepares information as required for committee reports
Key Qualifications:
  1. Extensive experience in the area of risk management and accountability frameworks, managing projects, including data collection and analysis and statistical analysis
  2. Considerable experience in leading, motivating, and managing a diverse workforce in a fast paced politically sensitive, customer service oriented environment
  3. Considerable experience in policy and program development, management, and program evaluation
  4. Knowledge and skill in community development including the ability to establish effective working relationships with a variety of community service and support agencies, politicians, and other levels of government
  5. Extensive knowledge and experience in risk management and or quality assurance practices
  6. Excellent organizational skills in managing projects with the ability to meet competing priorities
  7. Exceptional communication skills with the ability to prepare written reports, and deliver effective presentations
  8. Well-developed interpersonal skills with the ability to communicate and work effectively with staff of all levels in the organization
  9. Excellent leadership and organizational skills with the ability to function as a team leader and member of a management team
  10. Exceptional analytical, problem solving, and team building skills 
  11. Knowledge of related legislation i.e. DNA, Occupational Health and Safety Act, etc. 12. Sound knowledge of current issues and trends in the children’s services field
  12. Ability to support the Toronto Public Service values to ensure a culture that champions equity, diversity, Truth and Reconciliation and respectful workplaces
