Reporting to the Manager, Children’s Services and Early Years, the Data and Program Analyst is responsible for data analysis, program evaluation, managing contracts, research projects and reporting to support service system planning decisions within the Community Programs and Social Development Commission.  The position supports performance management and evaluation of contracted agencies and staff, as well as providing data packages and briefs that inform strategic directions for the Commission.The Data & Program Analyst will be responsible for the following:
  • Maintains a thorough knowledge of government policy, programs, and legislation relevant to all Human Services program areas including Childcare, Housing and Ontario Works.
  • Maintains a high level of knowledge regarding barriers to self-sufficiency experienced by Ontario Works recipients, including health, mental health, addiction, cognitive impairment, and learning disabilities.
  • Develops and maintains cooperative, collaborative and strategic relationships with internal and external partners.
  • Collaborates with corporate staff and federal, provincial and regional colleagues.
  • Works with Manager, Policy and Procedure Coordinator, Learning and Development Coordinator and Customer to evaluate current reporting methods and tracking tools for key metrics to determine the effectiveness of the data analysis and impact to business outcomes.
  • Stays current with best practices/research related to data analysis and program evaluation.

QUALIFICATIONS
  • Successful completion of a post-secondary degree in Social Sciences, Business Administration, Data Science Analytics or related field, with focus on research, analytical data collection, managing contracts and program evaluation.
  • Completion of a research-based post-graduate degree is preferred.
  • Up to three (3) years' experience in statistical data collection, analysis, research, database design and reporting, coupled with a demonstrated ability to conduct training.
  • Knowledge of Microsoft computer software applications and operating systems including a strong working ability in Excel, Access, Microsoft Word and Power Point.
  • Knowledge of the Statistical Package for the Social Sciences (SPSS) and GIS is an asset.
  • Knowledge of current practices and program evaluation in the areas of child care, early learning, income support, housing, community development and employment services is considered an asset.
  • Ability to analyze all requirements and provisions in contracts, including terms and conditions, to ensure compliance with all regulations and company policies and procedures and compliance with provincial and federal ministry guidelines.
  • Ability to work in a team-based setting and possess consensus building skills to effectively work with multi-disciplinary working groups and a variety of agency partners.
  • Superior analytical, communication, technological and program-solving abilities; ability to exercise a high level of independence, integrity and confidentiality.
WAGE/SALARY RANGE: $36.26 to $45.32 per hour (based on 35 hours a week) plus benefits.
