Senior Project Manager, Reaching Home Strategy (City of Hamilton)


Temporary, full-time position (up to 12 months, for a special project) – Hamilton, ON

As a Senior Project Manager, Reaching Home Strategy, you’ll oversee the development and delivery of strategies and activities through integrated policy and program objectives in a time of continuous change.

Reporting to the Manager, Homelessness Policy & Programs, you’ll lead, develop and co-ordinate specific deliverables within Hamilton’s homeless serving system based on funding from the Reaching Home Program, which aims to prevent and reduce homelessness using an outcomes-based approach. Working with various internal and external stakeholders to move towards an integrated approach, you’ll take the lead in developing and customizing the existing information management tool to identify, test and apply solutions to the local homeless population. You’ll ensure that projects are responsive to identified system issues/gaps, that results and outcomes are tracked and measured against identified targets, and that the efficient use of financial and staff resources is assessed and implemented.

With your demonstrated understanding of the scope of the full housing continuum, and record of strategic planning, policy development and program design skills, you’ll effectively combine immediate resources with long-term strategies to address the complex issue of homelessness through interventions, services and programs, in order to meet sector needs while supporting a government agenda. Committed to results and continuous improvement, and adept at motivating stakeholders through change, you’ll provide leadership on multi-disciplinary project teams, and use a collaborative, consultative approach to engage various internal and external stakeholders to foster an effective system of homelessness interventions using a variety of mechanisms and methodologies.

Your personal integrity, motivation and excellent communication skills, together with your proven record of project management, strategic guidance, good judgement, political acuity, financial management and consensus building, will drive your success in this pivotal role.

QUALIFICATIONS

  • Your qualifications for the role of Senior Project Manager, Reaching Home Strategy, include:
  • Baccalaureate degree in social policy/planning, public administration, or a related discipline pertinent to job functions, combined with relevant business or government experience.
  • Postgraduate degree in the above disciplines, an asset.
  • Extensive knowledge of housing and homeless regulations, mandates, and emerging practices as they pertain to homeless services and programs demonstrated through previous progressive experience working in the homeless sector.
  • Experience in the development and delivery of federal homelessness funding initiatives, an asset.
  • Demonstrated skill in policy development, business planning and analysis, project management, data analysis and financial management.
  • Experience in system design, development, program delivery, program improvement and operational management specific to the housing and homelessness sector, an asset.
  • Demonstrated experience in the development and implementation of a variety of effective community consultation and engagement strategies. 
  • Extensive project management experience, preferably in the area of business/system improvement, organizational effectiveness, quality assurance and continuous improvement.
  • Highly developed interpersonal skills, with the ability to deal effectively with elected officials, business and community stakeholders, management, peers, and the general public.  
  • Demonstrated ability to work independently with limited supervision and in a team setting.
  • Effective communication skills, both oral and written, with honed experience managing diverging opinions and viewpoints.
  • Self-motivation, with the ability to prioritize, meet deadlines and manage changing priorities.
  • Excellent organizational, time management and multi-tasking skills.
  • Strong working knowledge of process and performance measures and methodologies.
  • Progressive supervisory experience demonstrated through direct or indirect reporting relationships.
  • Strong computer skills and experience using a broad range of technology applications, including Microsoft Office, specifically word processing, spreadsheets, databases and presentation applications.
  • A valid Class G Driver’s Licence; proof thereof is required after hire.

This temporary, full-time opportunity offers a wage range of $49.856 to $58.309 per hour (based on a 35-hour work week schedule).
