The Community and Human Services Department has an opening for one (1) permanent full time Affordable Housing Policy and Partnerships Assistant Manager.  This non-union position is responsible to ensure the implementation of effective plans, policies, and partnerships to guide the development and support of affordable housing and to manage the waitlist for affordable housing in Hastings County.

Duties:

  • Understand affordable housing needs and develop a long-term plan for affordable housing in Hastings County.
  • Liaise with community agencies and providers on affordable housing related needs and issues.
  • Identify and realize opportunities for further development of affordable housing through programs and funding opportunities at the federal and provincial levels of government.
  • Develop, administer and monitor service agreements with non-profit housing providers and private landlords participating in the rent supplement program.
  • Provide problem solving and issue management support to non-profit housing providers as required.
  • Develop and implement policies and practices to manage the waitlist for affordable housing and to offer tenancies.
  • Contribute to the development of other Housing Services policies as a member of the divisional management team.
  • Provide managerial guidance and support to staff.
  • Develop, monitor and report on the capital and operating budgets for affordable housing programs.
  • Contribute to the development, monitoring and reporting on key performance indicators for the Housing Services.
  • Develop performance goals and plans for staff and provide coaching and performance feedback.
  • Collaborate with other divisions in Housing Services, Community and Human Services and other County departments to ensure that community, staff, partner and corporate needs are effectively met.
  • Contribute to Housing Services’ planning, organizational development and operational success as a member of the divisional management team.
  • Be aware of and follow relevant legislation and provincial policy requirements governing the operation of affordable housing.
  • Provide advice and support to the Manager of Housing Services.
  • Protect own health and  health of others by adopting safe work practices, reporting unsafe conditions immediately and attending all relevant in-services regarding occupational health and safety.  Follows all guidelines for employees and employers as legislated under the Ontario Occupational Health and Safety Act and County policies.
  • Other related duties as may be required or assigned from time to time.

Minimum Qualifications:

  • University Degree or College Diploma in Social Sciences, Human Services, Business Administration or Public Administration.
  • Five years progressive management experience within a municipal/government or fully developed private agency.
  • Excellent oral and written communications skills
  • Good organization, problem-solving and decision making skills. 
  • Must be proficient in the use of computers.
  • Possess superior interpersonal skills and the ability to supervise/manage within a unionized environment.
Salary Range:  $80,565-$94,227 per annum, with excellent fringe benefits
