This is a contract full-time position working 35 hours per week for up to ten (10) months of employment.

Purpose:

Reporting to the Manager, Employment Services, this position provides operational management and
leadership for the Employment Programs/Services, Halton Newcomer Strategy (HNS) and Mental
Health/Addiction Programs. Leadership and supervision of these areas includes planning, providing direction,
management and delivery of programs within a collaborative and integrated corporate and community context
supporting a broad network of Provincial, Federal, private and not-for-profit service deliverers.

Preferred Background:

The successful candidate will possess a degree in Social Sciences, Business Administration or Public
Administration and a minimum of five years management experience within the public or not-for-profit sectors
managing a range of labour market / economic development initiatives is required. The successful candidate
will have a proven ability to develop and maintain partnerships with business, community and government
sector and employ project management skills to successfully accomplish multiple objectives meeting
outcomes/targets. Excellent communication skills including oral, written, presentation, dispute resolution,
timely decision making, coaching, mentoring, motivating, networking, collaboration, performance management
and leadership are also required. Excellent knowledge of financial requirements, budget planning, cost control,
demonstrated analytical and facilitation abilities are essential.

Working Conditions:

The successful candidate will be made an offer of employment on condition that the Regional Municipality of
Halton receives a current (obtained within the past six (6) months), original and acceptable Criminal Records
Check, by the first day of employment. Some travel is required; incumbent must supply their own
transportation.

Duties:

  • Provide oversight, planning, management and fiscal responsibility for and direction of Employment Programs/Services, the Halton Newcomer Strategy (HNS) and Mental Health/Addiction Programs including creation and maintenance of relationships with the business community, commerce and industry sectors within the community.
  • Lead a large team of multi-disciplinary/project staff including consistent application and interpretation of the Canadian Union of Public Employees (CUPE) Local 3732 collective agreement, timely decision making, training/coaching, successful conflict resolution and appropriate application/maintenance of accountability/performance management.
  • Monitor and track program budgets of approximately $1 million in revenue and expenses.
  • Evaluate and monitor Employment Programs/Services, the Halton Newcomer Strategy (HNS) and Mental Health/Addiction Programs including the achievement of all set targets/objectives/outcomes.
  • Identify existing labour market development activities within the region through research and networks and establish partnerships where possible to reduce duplication, and increase effectiveness and innovation of initiatives.
  • Compile monthly statistics and author reports.
  • Perform other duties as assigned.
