Reporting to the Manager, Financial Reporting and Analysis, the Supervisor, Financial Housing Services is responsible for the supervision and coordination of financial services in support of the Region's social housing programs.

The incumbent will:

  • Provide on-going financial expertise and advice to Regional social housing providers to ensure appropriate funding
  • Ensure financial subsidies are properly expended within approved budgets through the review and evaluation of financial statements as well as annual and ad hoc reports submitted by housing providers
  • Lead the development and implementation of strategic directions, initiatives and financial operational policies, procedures and processes facilitating accurate reporting of financial activities, including the wholly owned Durham Regional Local Housing Corporation
  • Liaise with external contacts to maximize opportunities to enhance the Region's effectiveness in financial management activities associated with social housing administration
  • Participate in the development of annual business plans and subsidy budgets, to establish and monitor goals, objectives and priorities for supporting social housing
  • Coordinate the development, implementation and ongoing maintenance of computerized information and financial management systems to capture data and information related to the management and administration of social housing programs
  • Prepare a variety of reports and briefing materials for senior staff and Regional Committees and Council to support decision-making processes
  • Provide direction, coaching and mentoring to financial housing services staff
  • Review files, documentation, operational reviews and correspondence for completeness, accuracy and professionalism
  • Coordinate and control all contractual agreements between the Region and financial consultants to ensure compliance with procurement of services, policies, procedures and processes

The successful applicant will possess:

  • A university degree in Business Administration, Commerce or a related discipline
  • A Professional Accounting Designation (CPA, CA; CPA, CMA; CPA, CGA)
  • Experience in financial planning, management and control including accounting, budgeting, auditing and financial analysis in a supervisory capacity
  • Knowledge of social housing programs and related legislation, program and policy guidelines
  • Sound analytical, critical thinking, creative problem solving and conceptual skills
  • Strategic planning, business planning and project management skills
  • Proven supervisory and leadership skills
  • Demonstrated expertise in the development and implementation of computerized accounting systems, financial models, policies and procedures
  • Proven skills in financial analysis and control and financial report writing
  • Superior interpersonal and communication skills, in conjunction with well-developed negotiation skills
  • The ability to develop solutions to complex financial problems, work independently and comprehend financial issues quickly

Salary: $99,014 to $123,768 per annum
