Reporting to the Manager, Access to Housing, the Project Manager will be a leader in the development and implementation of new program models and support the Shelter, Support & Housing Administration (SSHA) Division in achieving priority initiatives set out by City Council through the Housing Opportunities Toronto Plan and the Housing Stability Service Planning Framework. As the successful incumbent, you will be managing the delivery of highly structured programs while using your skills and experience to leverage opportunities to modernize and transform program delivery to better support clients' housing outcomes. Responsible for both the day-to-day operations as well as leading change initiatives that support Human Services Integration in the City, you will champion service improvement across all areas of Access to Housing.

Other responsibilities include, but not limited to:

  • Develops and implements detailed plans and recommends policies regarding program-specific requirements, including those related to the Division's housing access system improvements, as directed by City Council.
  • Consults, liaises, and negotiates with key stakeholders, including City staff, community groups, housing providers and other sector partners. Ensures strong communication between units and external stakeholders.
  • Makes recommendations and prepares draft communication material to support program management, including web content, program guides, letters, forms, and general communication to support program outcomes.
  • Anticipates, analyzes and identifies organizational and program delivery impacts of emerging issues and activities to recommend innovative divisional solutions.
  • Establishes service standards and clear expectations related to customer service delivery.
  • Prepares detailed and timely reports, briefing notes, program status reports and similar for Senior Management, committees and Council.
  • Ensures unit performance standards meet program delivery targets through regular review, reporting and analysis of performance measures.
  • Ensures policies and procedures comply with relevant legislation and program guidelines, achieves service standards and responds to emerging issues.
  • Establishes change plans to support new legislative and program changes.
  • Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, and continuous learning and encourages innovation in others.
  • Supervises the day-to-day operation of all assigned staff, including the scheduling, assigning and reviewing of work. Authorizes and controls vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments and recommends disciplinary action when necessary.

Are you the ideal candidate we are looking for?

  1. Post-secondary education in a relevant discipline, i.e. social sciences, business or public administration, or an equivalent combination of education and/or relevant experience.
  2. Considerable experience in program management and policy development, including the planning, development, delivery and evaluation of programs, policies, services and initiatives.
  3. Considerable experience managing, leading and motivating a team of professionals, while supporting divisional objectives.
  4. Considerable experience establishing and maintaining partnerships with relevant internal and external stakeholders, including housing providers and community agencies, to ensure program success.
  5. Familiarity with the City of Toronto Housing Opportunities Toronto Plan and the Housing Stability Service Planning Framework, an asset.
  6. Well-developed interpersonal skills, with the ability to communicate and work effectively with staff at all levels of the organization, including senior management and elected officials.
  7. Excellent written and oral communication skills, with the ability to analyze and prepare reports and deliver effective presentations.
  8. Political acumen, judgment and insight, including the ability to negotiate and achieve consensus among parties having different objectives.
  9. Highly developed strategic, organizational, analytical and conceptual thinking skills, with the capacity to understand complex operating and policy issues, and performance measures, as well as the ability to respond to emerging issues.
  10. Ability to lead change management initiatives with the goal of creating a progressive organizational culture that would support effective program delivery.
  11. Knowledge of relevant legislation, including the Housing Services Act, policies, procedures, issues and trends, as related to housing and homelessness.
  12. Familiarity with government legislation in the area of Occupational Health and Safety.
