The District of Timiskaming is situated in Northeastern Ontario, covering 13,000 square kilometres, with a population of nearly 33,000 with twenty-three municipalities and two unincorporated areas. The District is located between Timmins and North Bay, also bordering the province of Quebec. The area is vibrant with diverse cultures, unique and varied landscapes, lakes, wetlands and boreal forests making it an impressive recreation destination in all seasons and offering an outstanding northern quality of life.

We are seeking a dynamic and motivated Leader to manage Housing Services and support our staff in best serving our communities.

Responsibilities and Qualifications

The DTSSAB ensures a coordinated and integrated housing service delivery system that is proactive, people-centred, and outcome-focused. Housing Services is dedicated to building a strong and healthy community which reflects an approach to prevent, reduce and address homelessness in Timiskaming and find permanent solutions for clients and members of the public who are vulnerable and at risk of homelessness.

The Housing Services Manager reports to the Chief Administrative Officer and directs the effective management and administration of the District’s Housing Services Programs. The Manager supports staff in their responsibilities for tenant placement; central wait list administration; property management of housing projects; tenant relations; housing allowances, rent supplement, home repair funding; conducting operational and preventative maintenance in compliance with schedules and tenders.

The Housing Services Manager applies sound business and administrative practices in compliance with legislation, regulations, codes and standards, evaluating business processes and systems, as well as leading quality improvement and change initiatives. The Manager is responsible for influencing the strategic direction of the Program by liaising with Federal and Provincial Ministries and maintaining effective linkages with other local housing providers, tenants, the public and community services.

The candidate possesses comprehensive knowledge of finance in order to develop and implement capital and operational budgets and plans, as well as coordinate and administer program funding. The Manager produces regular Ministry reports and prepares regular presentations for the Board of Directors concerning program operations.

In addition to effectively managing the financial, human and physical resources of the Social Housing Program, the Manager also oversees the administration of local housing providers within the District, which includes conducting operational reviews, approving operating budgets, etc.

Additional Competencies and Experience

  • Minimum of three (3) years of senior administrative and leadership experience, preferably related to the delivery of housing or social/human services, leading in a unionized work setting and responsible for a portfolio with fiscal and legal responsibility
  • Appropriate academic credentials in business administration, property management, social or human services or other. An equivalent combination of education/experience may also be considered
  • Demonstrated leadership abilities and previous success in effectively managing and supporting staff
  • Respect and openness to diversity, tact and diplomacy, as well as a strong client-service orientation
  • Developed administrative and financial skills, including experience with preparing and monitoring budgets
  • Experience understanding, interpreting and applying legislation, regulations, policies and standards
  • Advanced communication including verbal, listening, writing and presentation abilities, as well as demonstrated interpersonal and relationship building skills in order to work effectively as a team member with staff, as well as with external groups
  • Strong conflict resolution and effective coping skills to handle complex or contentious issues, including tenant relation matters
  • Research, analytical and problem-solving skills to evaluate opportunities, apply sound judgment and make effective decisions
  • A high level of initiative and self-direction
  • Ability to effectively plan and manage multiple projects and contracts while attending to competing demands and priorities
  • Advanced computer proficiency and the ability to develop proficiency with software and databases used by the DTSSAB
  • The ability and willingness to travel regularly throughout the District is required
  • Knowledge of the Social Housing program, agencies and resources throughout the District, as well as an understanding of asset planning and management, property management, building maintenance, repair and construction are important
  • Bilingualism (fluency and proficiency in verbal and written French and English communication) is an asset

The 2019 salary for this position is $91,234 to $110,197 and comes with an OMERS pension plan and comprehensive health benefits.
