A challenging, temporary contract position (up to 24 months) with the potential for longer-term employment is available with the London & Middlesex Housing Corporation (LMHC) for a Finance Capital & Business Specialist.

PURPOSE OF THE JOB

Under the direction of the Manager of Finance and working alongside Property Management, the Finance Capital & Business Specialist will be responsible for the reporting and financial management functions as it applies to capital projects to support the delivery of capital projects on time and on budget. This role will ensure that LMHC has the correct resources and tools in place to deliver on various capital initiatives that as well as the Housing Portfolio Strategy that is in the development stage. With support of the Manager of Finance compilation and reporting of LMHC’s Key Performance Indicators to allow the senior leadership team and the Board to make informed decisions on a more timely basis.

This role will be integral in LMHC’s ability to effectively oversee the work as laid out in the Strategic Plan.

KEY DUTIES & RESPONSIBILITIES

  • Work with Property Management to review capital invoices for accuracy and update project tracking

  • Calculate earned value on capital projects

  • Calculate and track holdback accruals

  • Record capital accruals

  • Manage project cash flow tracking (milestones etc.)

  • Prepare monthly capital project billing for City of London to be reviewed by the Finance Assistant

  • Prepare monthly reporting for management and SLT

  • Review monthly results with management

  • Prepare quarterly reporting for the Board of Directors/Finance & Audit Committee

  • Prepare required reporting for City of London for regular and special project funding

  • Communicate capital project status with City of London

  • Correspond with the City of London on balance of capital reserve

  • Maintain Tangible Capital Asset Schedules

  • Compilation and analysis of companywide KPI’s

  • Organization of cross-functional team responsibilities for KPI data

  • Reporting of monthly KPI’s to SLT Team

  • Preparation of quarterly KPI’s for Board of Directors

  • Research and implementation of new/additional KPI’s based on changes in business

  • Perform other duties as necessary or assigned

EDUCATION

  • Finance, or equivalent, degree or diploma or Chartered Financial Analyst

EXPERIENCE & QUALIFICATIONS

  • Minimum 2 years accounting or financial management experience, preferably over 4 years, with progressively increasing responsibility, demonstrating the following:

  • Commitment to applying advanced knowledge of business technology delivery practices and standards, including design, development, testing and project management

  • Sound to advanced knowledge of system analysis process and techniques, as well as system components, functionality, interfaces, data flows and business rules

  • Ability to perform work on all aspects of the system analyst process from end-to-end (on projects of moderate to high complexity), under minimal supervision

  • High level of computer literacy across multiple platforms

  • Intermediate to advanced PC Microsoft Office skills, specifically Excel

  • In-depth knowledge of Public Sector Accounting Standards

  • Understanding of project management methodology

  • Experienced presenting to senior level management

  • Ability to manage and complete multiple priorities within designated time frames

  • Effective written and verbal communication skills

  • Strong organizational and analytical skills

  • Capital asset management experience considered an asset

  • Experience with Microsoft Project considered an asset

WORKING CONDITIONS

This position will require the incumbent to work in a seated position for part of each day for administrative requirements, with minimal lifting requirements. Standing and walking are also necessary each day for visits to building sites, inspections & meeting with tenants. There is some exposure to dust, dirt, odours, noise and temperature. Other exposures, when entering buildings or units, may be unknown; caution must always be exercised. The incumbent may be required to deal with individuals, including alone or in close confines, who may be potentially dangerous and / or exposed to rudeness or profanity. This position deals with a tenant base including those with mental health, addiction and other issues. Interruptions are constant throughout the day due to email, telephone calls and others. Travel is required within the City of London and County of Middlesex.


POLICE RECORDS CHECK and VULNERABLE POSITION SCREENING

This position requires incumbents new to LMHC to submit a current Police Records Check and Vulnerable Position Screening from their local police service. A current LMHC employee who is the successful candidate for this position must also provide this document unless it is already on file and not more than two years old.


SALARY & BENEFITS

$56,702.88 - $71.786.34 with comprehensive health benefits and a defined benefit pension plan.
