We help women and girls flee violence, secure housing, find jobs, establish their voices, enhance skills and develop confidence. We offer a range of housing options, employment and training programs, community support programs, girls’ programs and family programs. We also engage in systemic advocacy.
 
The Manager of the new Women’s Homeless Shelter is responsible for the start-up and overall operation of an 80-bed crisis and emergency shelter for 40 single women over the age of 25 and 40 single women ages 16 to 25. This includes the development, planning, marketing and implementation of the programs, in accordance with the Mission of YWCA Toronto and the needs of the participants.  In addition, this position is responsible for the indirect oversight of the shelter’s food service program and concierge staff.  This middle management position is responsible for contributing to the overall management of the Association.
 
Reporting to the Director of Shelter and Girls’ and Family Programs, the Manager’s responsibilities include:
  • participates with the Director to develop long and short-term plans for the program to meet the identified needs of the participants and the overall organizational objectives;
  • ensures that the program is meeting standards set out by City of Toronto Hostel Services
  • develops and maintains positive working relationships with local community agencies.
  • participates in coalitions and partnerships relating to mental health, housing, shelter, youth and programs related to women's issues;
  • ensures the co-ordination of the operations through regular staff meetings, case management, and outreach to other service organizations;
  • ensures safety policies and procedures are applied consistently in programs serving high need women with multiple barriers to services;
  • ensures the hiring, training, supervision and regular evaluation of all program staff, students and volunteers in accordance with the Director, Shelters and Girls and Family Programs;
  • plans and monitors the staff work schedule, shares on-call duties and covers for staff absences, when required;
  • works with the Associate Manager in the indirect supervision and management of the Concierge Staff and Kitchen Team and relief staff;
  • Prepares and monitors the budgets for the shelter in consultation with the Director of Shelters and Girls and Family Programs  and the Director of Finance and Information Technology;
  • ensures that fiscal goals are met and prepares contingency plans, as required;
  • directs and actively negotiates all new government purchase of service agreements and community partnerships;
  • prepares budgets and reports for submission to funders;
  • ensures that statistical records are maintained and submits a comprehensive annual report on the programs with an analysis of trends to identify risks and opportunities;
  • ensures that all program facilities conform to the standards set out by funding agreements and government legislation;
  • acts as the Association's representative with the Police and Fire Departments and other officials that are in contact with the facilities relating to the management of the program and its participants in collaboration with the Manager, Property Services
You will have: 
  • Advanced knowledge of concepts and theories of social work, group work and counselling normally acquired through the completion of a graduate degree in Social Work, Psychology, or Counselling;
  • three to five years directly related experience in a shelter environment (or equivalent) providing support to individuals living with experiences of homelessness, poverty, violence/trauma and concurrent diagnosis;
  • management and supervisory experience required;
  • ability to understand and interpret legislation that includes the Mental Health Act and the Ontario Human Rights Code, as well as government policies related to shelter management and accepted group management theory;
  • knowledge of financial and human resource management required;
  • previous work in a diverse unionized environment is an asset;  
  • excellent written and oral communication skills are essential;
  • conflict resolution, crisis intervention/prevention, counselling, and coaching skills;
  • demonstrated leadership skills including problem solving, organizational, and time management skills;  
  • a thorough knowledge of women's services and access and equity issues is required;
  • a working knowledge of current computer applications is necessary, e.g. Windows 7, Microsoft Office 2007, GP Dynamics accounting software, E-mail and Internet and information databases.

The hours of work for this position are 35 hours per week in accordance with the management hours of work policy.  The salary range for this position is $72,919 to $85,788 per annum (Level M10) pending formal rating by management job classification committee, plus comprehensive benefits.
