The Human Services department is seeking a permanent full time Supervisor, Capital Projects Delivery to join our dynamic team.  Under the direction of the Manager, Building and Properties this position will plan, assess feasibility, and deliver capital building projects, including: repair and improvement, facility and space efficiency alterations, building systems upgrades and replacements, energy management and new construction.  This position is located in Lindsay, Ontario, and may require travel across the City of Kawartha Lakes.  On-call and work outside of regular business hours as required.

Job Description
  • Responsible for contract administration and the delivery of capital projects including:
    • Managing large capital repair projects on-site as the owner’s representative to minimize disruption to affordable housing tenants, ensure Residential Tenancies Act requirements and basic tenant needs are met, and ensure a smooth project roll-out (units are prepared on time as needed, contractors have legal access to the units or other spaces, and there are no delays or interference with the work), resolving any issues or conflicts that may arise.  
    • Assisting with the management of new affordable housing development projects
    • Assessing capital project needs, researching and assessing options, and working with the Manager to determine the best solution
    • Administering energy management projects to identify eligibility and coordinate application for incentives/subsidies to offset project costs
    • Preparing contract documents according to City policy and procedures for contracting services, and in alignment with industry standards
    • Assessing feasibility and developing cost estimates for projects, from own detailed analysis, outside cost consulting, and requests for quotations from contractors, for review with Division manager
    • Preparing project plans, requirements programs, designs and specifications, and contract documents, coordinating the contract award process along with authorizing work within the prescribed signing authority of the position
    • Oversee the functions of Contract Administration; including: conduct inspection of work, monitor and supervise contractor performance, administer hold backs, resolve deficiencies, carry out post-contract performance evaluations, and prepare financial reports and closeout reconciliations
    • Ensuring compliance with the Ontario Fire Code, Building Code, and City Property Standards, and all applicable legal requirements as may apply to the range of KLH building and occupancy types, and operations
  • Manage affordable housing unit turn-overs including:
    • Assessing the condition of units and any potential damage costs to be charged
    • Determine the scope of repair work required
    • Assigning the necessary work to staff or contractors
    • Managing the projects to successful and timely completion
  • Conduct annual unit inspections of occupied housing units
  • Provide input to KLH asset management planning, as well as development of annual and multi-year capital plans and related submission to Senior Management and Council including:
    • Assessment of existing buildings, building elements, assemblies and systems, considering occupancy and use, any planned change is use, strategic plans, etc.
    • Conducting research, preparing technical options analysis, documenting cost effective solutions, and projecting benefits and costs of candidate investments, to support the development of business cases and proposals
  • Prepare technical drawings using AutoCAD, write specifications, conduct building assessments/audits, estimate costs, prepare business cases and write proposals, and prepare presentations
  • Support quality and performance improvement of operations within the Division
  • Responsible for the hiring, discipline, dismissal, performance management and training of staff, in consultation with the Director and Human Resources
  • Administer the terms of the applicable Collective Agreements, in collaboration with Human Resources
  • Responsible for the supervision of temporary staff, office staff and of maintenance staff in the absence of the Manager
  • Perform other related duties as assigned

Required Qualifications
  • Post-secondary diploma in construction, architecture, engineering, facility management, or a related field
  • Minimum 5 years of related progressive experience in building/facility development and maintenance, along with sound project and contract management skills, with managing multiple capital projects of moderate complexity (preferably in a municipal environment)
  • Excellent conflict mediation skills with ability to remain calm in a crisis;
  • Demonstrated ability to respectfully deliver services to vulnerable individuals with a wide range of special needs;
  • Supervisory experience in a unionized environment
  • Strong working knowledge of building science, building envelope construction, building electrical and mechanical systems.  Familiarity with building systems and equipment for recreational facilities would be an asset
  • Sound experience in the development of facility requirements programs, building/facility design and specification, and cost analysis/estimation.
  • Strong working knowledge of building-related regulations and codes, including regulations under the Occupational Health and Safety Act.
  • Working knowledge of sustainable building practices as associated with experience in the application of L.E.E.D standards; certification would be an asset.
  • Demonstrated ability to manage the performance of consultants, contractors, and service providers, in accordance with contract law and industry standards
  • Demonstrated ability to lead, inspire and provide direction to project teams
  • Strong working knowledge of Asset Management Planning and its application to managing a building and property portfolio
  • Strong working knowledge of budgeting, purchasing/procurement, and construction contract administration standards and practices
  • Demonstrated ability to exercise discretion and tact and maintain confidentiality at all times, complying with all applicable privacy legislation, policies and procedures
  • Effective oral communication, strong interpersonal and conflict resolution skills to deal with KLH tenants, members of the public, staff, the KLH Board, Council and senior government
  • Demonstrated customer service skills at a level to develop and maintain cooperative/ collaborative working relationships both within and outside the organization, and with KLH tenants
  • Demonstrated ability to work collaboratively, contribute to team-work and build upon a positive and healthy work environment
  • Excellent written communication and numeracy skills; attention to detail and accuracy
  • Demonstrated time-management skills with the ability to prioritize workloads and meet deadlines with minimal supervision
  • Demonstrated initiative and commitment to continuous quality and process improvement
  • Demonstrated strong skills for innovative problem-solving
  • Demonstrated proficiency in Microsoft Office, the internet and any other related software
  • Possess and maintain a valid Ontario Class “G” Driver’s Licence, with access to a vehicle
  • As this position involves working with vulnerable populations and confidential/sensitive data, upon a conditional offer of employment, a Criminal Record Check, including a Vulnerable Sector Search, will be required

Annual Salary: $77,497 - $90,662 (2022) annual (commensurate with experience and qualifications)
