Toronto Community Housing (TCHC) is the largest social housing provider in Canada and the second largest in North America. This corporation of the City of Toronto owns and manages approximately 60,000 rental housing units in over 2,100 buildings across the city, amounting to a $9-billion public asset. About the Role
As Toronto Community Housing’s new Chief Financial Officer (CFO), you will play a key role in enabling the organization’s mandate through responsibility for TCHC’s strategic leadership and business planning, including budgeting, financial forecasting and planning, reporting, capital management, internal audit, and procurement. Reporting to the President and Chief Executive Officer, and in collaboration with the Senior Executive Team, you will build relationships and partnerships that facilitate organizational change management and ongoing business process improvements, and ultimately support the achievement of the organization’s strategic priorities.

This is a sizable and complex mandate, with organization-wide responsibility for:
  • Developing and implementing the financial strategy for both Operating and Capital.
  • Establishing and overseeing the operational process.
  • Building a high-impact, high-performance team to successfully execute the work plan.
  • Overseeing the procurement function; and
  • Overseeing the internal audit function.

Leveraging your progressive accounting and finance background, you will develop a robust financial plan with short-, mid- and long-term goals, ensure appropriate financing and cost monitoring of all organizational initiatives, prepare the annual operating and capital budgets, including the 10-year capital plan, and effectively communicate and present financial and strategic matters to the CEO/Board of Directors and the City of Toronto.

Your analytical and computer skills will prove invaluable as you ensure a rigorous approach to financial analysis, including the implementation of appropriate systems, processes, and internal controls, implement financial information systems to ensure appropriate support of financial decision-makers, prepare monthly, quarterly, and annual financial statements, and manage all regulatory requirements. This will include maintaining reporting standards in accordance with Public Sector Accounting Standards and overseeing the year-end audit process.

As CFO, you will oversee approximately 100 direct and indirect reports, providing guidance to senior leaders, ensuring overall effective management of the division, providing coaching and development to motivate teams, actively supporting succession planning, establishing a performance-driven operational philosophy, and maintaining an environment of high employee engagement. You will also oversee the implementation of program measurement and process improvements based on industry best practices and internal innovation and see to it that TCHC follows the basic principles of the Broader Public Sector Procurement Directive so that all procurement is conducted in a fair, transparent, and objective manner.

About the Candidate
With a degree (master’s preferred) in Accounting, Finance or Business, and 15 years of progressive experience, including 5 years in a senior or executive-level role, you welcome the exciting challenges and opportunities presented by this executive position. Preferably, your track record of accomplishments has included 3+ years in project management, and experience in Public Sector financial management, as well as working with, and reporting to, Boards and Committees. A Chartered Professional Accountant (CPA) designation is required, preferably combined with Procurement, and ISACA (internal audit) certifications.
