POSITION PURPOSE

Reporting to the Director, Seniors Services, is responsible for leading and managing all aspects of the implementation of York Region’s Seniors Strategy including managing the change process; establishing and coordinating Cross Department Implementation Steering Committee; facilitating and supporting changes to current service delivery and program improvements; leading internal and external program teams, working groups to support the goals of the Seniors Strategy; and developing partnerships and identifying funding opportunities.

MAJOR RESPONSIBILITIES

  • Leads program planning and project management activities and leads the development of ongoing work for the Cross Department Implementation Steering Committee including the terms of reference, developing presentation and recommendations to senior management team, work planning, and committee agenda.
  • Develops and manages the Cross Department Implementation Steering Committee’s work plan including setting agendas, managing meetings, issues identification, making connections and alignments.
  • Leads the implementation of the Seniors Strategy and communication strategy.
  • Manages the development of and implementation of the identified action and advocacy areas including an advocacy plan to work with all levels of government to enhance services and supports for seniors in York Region.
  • Mobilizes and coordinates efforts and resources around the actions and advocacy areas as well as identifies connections with work currently being done across all departments in the corporation and/or in the community to identify partners and engage resources required.
  • Develops, conducts and manages research and information gathering, policy analysis and monitors legislation and policy from other jurisdictions
  • Assists the Director in developing annual business/work plans and in developing service plans and staffing proposals.
  • Recommends hiring of outside consultants; prepares scope of work, monitors expenditures, and provides oversight.
  • Supervises staff, including recruitment, selection, hiring, scheduling, assigning and monitoring work, determining training and development needs, coaching and mentoring, conducting performance appraisals and determining/recommending disciplinary action up to and including dismissal in accordance with collective agreements, Regional policies and practices.

QUALIFICATIONS

  • Successful completion of a University Degree in Social Services, Public Administration, Community Development or related field or approved equivalent combination of education and experience.
  • Minimum three (3) years experience in program development and evaluation, strategic planning, political acuity, community consultation skills, working with community groups and demonstrated supervisory or leadership experience in a unionized environment.
  • Demonstrated knowledge of relevant Standards, Acts and Regulations.
  • Knowledge and demonstrated ability in corporate core competencies including communication, innovation, teamwork and collaboration, and personal ownership.
  • Leadership competencies including operating strategically, leveraging diversity and differences, customer focused, ensuring accountability, managing complex problems, financial management, employing interactive and effective communication, fostering collaborative relationships, cultivating engagement to drive vision and purpose, managing and developing talent, establishing and maintaining trust, displaying self-awareness, and demonstrating resiliency.
