Our Human Services department is looking for Advisors, to lead the response and implement transformational change and system expansion to a more integrated and broader Ontario Works and Employment Service System

  • Support strategic oversight of the programs and administration budget for numerous Ontario Works and Employment Services funded programs
  • Support the ability to make evidence-informed policy and funding decisions that are aligned with evolving OW and Employment Services system priorities and lead the development of a submission for qualifications for ongoing employment service delivery
  • Collaborate with internal/external partners to develop and implement the Ontario Works Employment Services Transformation; including common assessment, referral, case management processes, life stabilization services, transition to new technology, funding and budget requirements, performance and accountability framework, business processes/procedures, liaison with the Service System Manager, internal/external stakeholder partnerships
  • Provide strategic policy, analytical, evaluation, data gathering and modelling/planning support and establish metrics and business intelligence mechanisms to support Ontario Works and Employment Services responsibilities as they relate to assessing program viability and the impact of public funding
  • Provide expert policy and funding advice and analysis to support Ontario Works and Employment Services responsibilities and accountabilities within a period of rapid system change
  • Ongoing and regular policy development and Ontario Works/Employment Services system level analysis is required to ensure funding is being used to maximize outcomes, meet evolving local need and align programs/services with provincial and local direction
  • Develop new funding and policy approaches for Ontario Works/Employment Services with the ability to identify and assess implications as they relate to different funding and service models, policies/legislation and their corresponding impacts on internal and external partners, as well as the overall budget
  • Responsible for staying abreast of rapidly evolving provincial direction to identify need for developing, updating or enhancing new service and funding approaches, policies and accountability frameworks as they relate to the delivery of Ontario Works and Employment Services. This involves regular communication with provincial and local partners, internal colleagues with shared service responsibilities, undertaking research, analysis and being able to quickly interpret new policies and legislation


  • A post-secondary education in Human Services or related field, social sciences, financial administration, or public administration, five years of progressive professional experience including three years of senior advisory and/or leadership experience. An equivalent combination of education and experience will also be considered
  • Experience with the development and implementation of transformational change to service delivery, funding models, business/service plans, request for qualifications/call for interest submissions and detailed change management plans
  • Skilled in developing internal and external stakeholder engagement strategies and processes to ensure stakeholders are engaged with strong leadership to support strategic oversight of numerous OW and ES programs ensuring system outcomes are met and risks managed
  • Excellent analytical, problem-solving and political awareness to support evolving service responsibilities with a focus on assessing and securing Peel’s position in the community related to the delivery of Social Assistance and Employment Services
  • Knowledge and understanding of the Ontario Works and Employment Services System. Ability to assess, interpret and analyze policies, legislation and regulations and experience working directly with large and complex funding frameworks
  • Superior report writing and presentation skills for a wide array of audiences, analytical skills to modelling to establish metrics and business intelligence mechanisms to support OW and ES responsibilities


Due to Covid-19, most of our offices are currently closed to protect the health and safety of our employees, clients and community. As such, this position will be required to work remotely for an undetermined period. Once our offices re-open you will report to 10 Peel Centre Drive, Brampton, and may involve travel to community partners


35 Hours per week/ Monday - Friday
