Affordable Housing Programs Coordinator (City of Kawartha Lakes)

Job Description: 

Under the direction of the Program Supervisor, Housing Help, This position is responsible for activities as they relate to various Service Manager programs which include the Affordable Housing Program, Rent Supplement Program, Housing Allowance Program, including:

  • Assist with processes to allocate program funds, including municipal incentives and selection of applicants and proponents
  • Assist the Supervisor in the creation of and continuing improvement of user-friendly processes for customers
  • Review project construction and operating budgets, capital and operating financing, planning reports, environmental and other studies
  • Work with the potential and the approved project partners (applicants, housing providers, developers, architects, engineers, builders, consultants, etc.) in evaluating projects
  • Ensure the accurate execution of all necessary agreements and monitor for compliance
  • Respond to external enquires to advance the understanding of programs, interpreting policy and program guidelines to facilitate effective delivery
  • Coordinate and participate in meetings and consultations including but not limited to development consultants, community groups, municipal staff, MMAH, financial institutions, senior levels of government, proponents and housing providers
  • Ensure that required legislation and processes are followed to ensure timely reporting, approvals and development of housing initiatives
  • Manage agreements related to the various housing programs such as rent supplement, housing allowances, DOOR, Municipal Housing Facilities Agreements, admin agreements, contribution agreements, social housing provider agreements, Investment in Affordable Housing Program and the City’s Housing & Homelessness Plan and all other agreements that may arise from time to time
  • Manage the Homeownership, Kawartha Haliburton Renovates and other such Investment in Affordable Housing Program components including but not limited to interviewing applicants, preparing legal packages and completing annual reviews
  • Organize and assist with housing provider operational reviews including producing draft reports for approval
  • Review budgets for all housing providers and prepare reports for approval
  • Complete the Annual Information Review reconciliations for all housing providers
  • Assist in the implementation of processes under the City’s 10 Year Housing & Homelessness Plan
  • Prepares reports for the MMAH in accordance with requirements under various housing programs
  • Ensure compliance with all agreements, legislation and program guidelines
  • Maintain paper and electronic filing systems
  • Input data to computerized systems
  • Regular travel to various work locations is required to fulfill the job duties of the position
  • Perform other related duties as assigned

Skills/Education Required:

  • Post-secondary diploma in business administration, public administration or a related field
  • Minimum 3 years of related progressive experience, preferably in a municipal housing environment
  • Experience in social housing, including previous related experience in project management, housing operations and administration
  • Budgeting and analytical skills
  • Knowledge of legislation and regulations related to social housing issues
  • Demonstrated customer service and interpersonal skills at a level to develop and maintain co-operative/collaborative working relationships both within and outside the organization including coaching and effective problem solving
  • Demonstrated excellence in all areas of Literacy and Essential Skills (Reading, Writing, Document Use, Numeracy, Computer Use, Thinking, Oral Communication, Working with Others, Continuous Learning);
  • Excellent written communication and mathematical skills
  • Demonstrated ability to contribute to and build upon a positive and healthy environment in a direct service delivery office setting
  • Demonstrated professional and ethical responsibility to protect privacy, use confidential information appropriately, treat sensitive situations with appropriate degree of tact and discretion, and complying with all applicable privacy legislation and local polices and procedures
  • Demonstrated complex problem solving skills and attention to detail and accuracy
  • Ability to professionally and respectfully manage stressful and antagonistic situations
  • Excellent time management skills with the ability to prioritize workloads and meet deadlines while achieving all administrative requirements
  • Demonstrated ability to work independently with minimum supervision
  • Demonstrated proficiency in Microsoft Office, the internet, and any other related software
  • Upon a conditional offer of employment, a Criminal Record Check, including a Vulnerable Sector Search will be required

Hourly Rate:  $29.42 - $36.02 (2019)
