As a seasoned leader, you will be a forward thinking who strives to mentor, develop and support a high performing team of professionals.
 
You will provide management direction and administration for the Financial Policy and Development Financing section. Utilizing your extensive knowledge of Development Charges and Municipal Infrastructure, you will be responsible for the Regional development charges and property tax programs and coordinating corporate fiscal policy and infrastructure funding programs.

  • As a Progressive Influencer, apply best practices, introduce new approaches, and negotiates solutions to resolve contentious issues pertaining to development charge payments You will persuade and influence external contacts to promote or defend major departmental project or program objectives  

Leadership: 

  • Set priorities for the section that align with and support the overall goals and objectives of the division/ department and develops the work plans to guide staff in the achievement of these priorities
  • Prepare and manage the section budget
  • Responsible for developing and monitoring the work plans (objectives, activities and milestones) of section staff and accountable for the section achieving its objectives and major deliverables 

Corporate Finance: 

  • Administration of the development charges program including revenue management, managing disputes/issues pertaining to application of the DC by-law, and periodic review of the DC by-law involving preparation of the DC Background Study and updated policies and by-law
  • Administration of the property tax program including supporting financial analysis of legislatively required actions of Council and development of any policies to support Council's amendments to Regional tax programs and revenue management
  • Financial policy development involving research, analysis and implementation of corporate fiscal policy governing growth management, apportionment, debt management, special projects of a corporate financial interest or external affairs
  • Coordination of infrastructure programs, that the Region receives funds from senior government, primarily Federal Gas Tax and Infrastructure Stimulus Funding Program, including revenue management and financial reporting
  • Accountable for the quality of the analysis and advice provided to senior management and Council as well as the transfer of developed processes/systems/knowledge to business units
  • Coordinate projects, programs or events which require the collaboration with or obtaining consensus with a variety of internal resources. Persuades or influences others in order to meet project, program or event objectives
  • Has financial oversight responsiblity for the collection of development charges revenues, Municipal Property Assessment Corporation budget as well as ensuring payment for GTA Pooling and Regional share of GO Transit capital costs 

What we require… 

  • University degree at M.A. level (Economic, Urban Planning or Public Administration) or M.B.A. or Accounting designation (CA, CMA or CGA)
  • Knowledge of municipal finance, public policy or infrastructure planning and project management
  • Minimum 8 years job related experience
  • Ability to provide leadership to complex projects
  • Ability to apply strategic thinking to programs/project
  • Well developed analytical and problem solving skills
  • Effective communication (written and verbal) to ensure program/project objectives are clear and council reports, briefings, and presentations are of a high standard

Nice to haves:

  • Knowledge of Municipal finance practices i.e Tax Policy & Development Charges in relation to Municipal infrastructure 
Location: 10 Peel Centre Drive, Brampton
Hours of work: Monday to Friday 8:30am-4:30pm 35 hours/week
