Location: Newmarket, Ontario. This is a Non-Union position.
Temporary Full-Time, Approx. 11 months, Salary $115,204 - $135,509 annually
Reporting to the General Manager, Social Services, leads a team responsible for coordinating, implementing and evaluating strategic policies and programs to meet identified needs as they relate to Social Service divisions, Integrated Children’s Services, Integrated Financial and Employment Services and Homelessness Community Programs; providing program support required under various provincial legislations (e.g. Ontario Works Act
) for the Branch; facilitating communications on Departmental and corporate policy and strategic direction with Branch management and staff; supporting the divisions in developing, coordinating and evaluating new programs and projects (e.g. social assistance, family and children’s services, etc.); researching, developing and implementing new service and community initiatives, including performance metrics; providing policy and strategic advice to the General Manager; represent the Branch on corporate and departmental projects/committees; coordinating the development and review of Committee and Council reports and presentations; providing key support to high priority initiatives or Department/Branch wide programs; and coordinating strategic briefings to the Branch Senior Management Team.
- Successful completion of a University Degree in Business or Public Administration, Social Sciences or related field or approved equivalent combination of education and experience.
- Minimum five (5) years’ experience in the municipal or provincial sector with responsibilities in human or social services policy development and analysis and project development and demonstrated supervisory or leadership experience.
- Knowledge of Service Manager or Regional role, functions, legislative and policy framework, including an understanding of social services issues, policies and related legislation.
- Knowledge and demonstrated ability in corporate core competencies including communication, innovation, teamwork and collaboration, and personal ownership.
- Leadership competencies including operating strategically, leveraging diversity and differences, customer focused, ensuring accountability, managing complex problems, financial management, employing interactive and effective communication, fostering collaborative relationships, cultivating engagement to drive vision and purpose, managing and developing talent, establishing and maintaining trust, displaying self-awareness, and demonstrating resiliency.
- Contemporary supervisory and human resource management skills, knowledge of collective agreement administration and interpretation, labour relations principles and practices and relevant employment legislation. Strong report writing, research, analytical and project management skills to meet program objectives.
- Demonstrates the ability to understand and capitalize on long term strategic influences and opportunities.
- With a short to medium term outlook, has the strategic capacity to develop and implement strategies in alignment with Regional and Department strategic goals, ability to translate complex strategic information for their teams to ensure their understanding and proactively position their business or programs to address trends
- Proven relationship building skills to work collaboratively with internal and external partners to develop and manage innovative outcomes; values diversity and diverse views and seeks others’ ideas and leverages their strengths.
- Models flexibility and adaptability by demonstrating willingness to accept change and meet the changing needs and demands of clients, stakeholders and their communities.
- Ability to see and make service connections between different programs and collaborate for positive client outcomes outside of their basic mandate.
