Position Summary

Reporting to the Childcare & Early Years Supervisor, the Bilingual Community Programs Caseworker is responsible for case work duties for Childcare Fee Subsidies, Homemaking Services, and Centralized Housing Registry.

KEY DUTIES & RESPONSIBILITIES

Provide customer service to clients, and service providers, in Childcare, EarlyON, Homemaking and Housing Programs including providing services in both official languages as needed.

Participate in local file review process, and remedy any identified deficiencies.

Compile and submit statistical information as it relates to childcare and homemaking.

Participate in screening for the Municipal Fee Assistance Program (MFAP).

Interview, assess and determine eligibility and entitlement for childcare and homemaking programs as well as for rent geared to income housing wait list applications and other related programs.

Act as designated bilingual staff person. Provide French language customer service to clients and service providers regarding Childcare, Homemaking and Housing Programs, general inquiries, other department programs, and service requirements as needed.

Qualifications, Competencies

3 year diploma.

2 Years of related Social Service/Human Service (involves programs or facilities for meeting basic health, welfare, and other needs of a society or group) experience, including assessment of and assisting client needs, preferably in the Provincial or Municipal public service sector;

Experience providing customer service;

Experience collecting and completing applications as well as file maintenance;

Preference will be given to those with prior experience in social service casework;

Familiarity with Ontario Child Care Management System technology, YARDI is a definite asset;

Current knowledge of municipal and community programs to meet client needs and refer clients to appropriate agency;

Bilingual in English and French languages both written (French tested at the Intermediate level) and verbal (French tested at the advance level);

Skills, Abilities, Work Demands

Knowledge of Microsoft Office applications (including Outlook, Word, Excel), database skills and keyboarding skills;

Knowledge of Ontario Childcare Services Management Guidelines and Child Care and Early Years Act;

Knowledge of Municipal Freedom Information and Protection of Privacy Act (MFIPPA) and ability to observe confidentiality requirements in all application matters;

Knowledge of municipal and provincial legislation, guidelines, and policies as it relates to childcare, EarlyON, homemaking, MFAP, and housing registry;

Effective communication skills, both written and verbal;

Proficient in mathematics;

Strong organizational, prioritization and attention to detail skills;

Effective work management skills including the ability to undertake multiple tasks, meet deadlines, prioritize work demands and address customer service requests;

Possess and maintain valid Class ‘G’ Ontario driver’s license;

Must obtain and maintain a satisfactory criminal record check, including Vulnerable Sector at candidate’s expense.
