Position Summary
Two positions

In accordance with provincial guidelines and municipal policy, this position provides leadership to planning, managing and funding the Licensed Child Care and Early Years System across Simcoe County. 

As such, this position plans, directs, monitors and evaluates child care service system resources and ensures services are provided in a cost effective, responsive manner, in accordance with the policies of the County and applicable legislation. This position provides advice, direction and guidance to Service Providers who deliver County funded services to children and families.

The Program Supervisor leads existing and/or new community planning initiatives and/or programs intended to support system stabilization, transformation, and enhanced, high-quality services for children and their families. The position works closely with respective school boards and various other stakeholders to ensure that school based child care spaces are aligned with local need.  This position is responsible for developing local strategies for licensed child care quality assurance including objectives and processes for measuring/evaluating same.

The Program Supervisor is responsible for developing, implementing and managing the administrative structure for allocating and reconciling funding to system service providers, and for ensuring that programs operate in accordance with Provincial Legislation and Guidelines, and with County policy.  Funding streams include, but are not limited to, the Canada-Wide Early Learning and Child Care Initiative, General Operating Grants, Wage Enhancement, Capacity Building, Workforce Transformation, and Materials and Equipment.

The Supervisor guides and oversees the implementation of two directly delivered programs including Licensed Child Care Fee Subsidy, and Supporting Relationships for Learning Quality Assurance Program respectively.    

Position Requirements
  • A minimum of three (3) years of progressively responsible experience in licensed child care, community development and planning, or other related areas, plus two (2) years relevant supervisory experience, preferably in a licensed child care setting.
  • A diploma or degree in Early Childhood Education or related field.
  • Must be a registered member of the College of Early Childhood Educators.
  • Strong knowledge of the developmental and educational needs of children.
  • Demonstrated experience with Ontario’s Early Years Pedagogy as expressed in How Does Learning Happen?
  • Knowledge of Ontario Works Legislation as it pertains to Child Care would be an asset.
  • Strong knowledge of the Child Care and Early Years Act and related MEDU legislation and guidelines.
  • Good supervisory skills, ability to interpret and apply employment policies and collective agreements, ability to provide direction to funded service providers and their boards of directors.
  • Strong interpersonal and oral communication skills.
  • Good knowledge of community planning.
  • Good knowledge of business accounting and program administration principles and practices.
  • Strong word-processing and spreadsheet application skills.
  • Valid G class driver’s license and access to a reliable vehicle.
  • Criminal reference check with vulnerable sector clearance.

Compensation Information
$92,517.00 - $111,022.00 per annum
