Position Summary

Under the direction of the Director, Housing & Social Services, the Policy Manager, Housing & Social Services, recommends, develops, analyses, and evaluates policies, plans and programs in the housing and social services department. The Planning Manager coordinates the community connections/collaboration with partner agencies working in strengthening the social infrastructure.

This role ensures that the Housing & Social Services department is a leader in planning, delivering, and advocating for responsive and innovative social service programs; enabling vulnerable individuals and families to have an enhanced quality of life through integrated services.

Policy Analysis and Development:

Assess and develop new social programs and policies, or proposals based on demographic, social and economic research, analysis and the evaluation of Housing and Social Services projects (i.e. Housing Homelessness, Early Years, Social Assistance Community Safety and Wellbeing).

Research and Quality Assurance:

Conduct social research including research tool design, research methodologies, program evaluation, data collection, and analysis to explain or predict activities within the Housing and Social Services division and translate research finding into terms for a broad audience of stakeholders

Relationship Building:

Develop and foster new community development approaches that adapt to changing economic and social issues while considering the priorities of the City, the departments and the community

Represent the Housing and Social Services division and the municipality on a range of community-based committees and working groups to ensure appropriate involvement of the municipality on issues of mutual concern to help the municipality achieve it strategic objective

Innovation & Project Management:

Integrate demographic, economic, and social data and research to recommend future directions for departmental programs

Monitor provincial and federal programs and guidelines to anticipate and determine how proposed changes or new programs and guidelines would impact areas of municipal responsibility

Manage projects with a multi-faceted municipal impact ensuring a solid research base, appropriate consultation process with internal and external stakeholders, and establishment of realistic implementation strategy

Qualifications, Competencies

University degree in Social Sciences, Human Services, Public Administration, or related discipline from a recognized university

5-7 years experience, including project management, budget preparation, policy development, program planning, change management, human resources management and working with a variety of stakeholders, in a social services or housing programs related field

Municipal government experience in a unionized environment would be preferred

Knowledge of broader Social Services program would be preferred

Excellent analytical, conceptual, synthesis and organizational skills

Ability to research and analyze complex issues

Excellent communication skills (both oral and written) with the ability to communicate with all levels of staff, stakeholders, and the public

Ability to consolidate, interpret and analyze information and statistical data to formulate recommendations

Ability to think strategically, anticipate and consider large scale issues and develop credible long term and short-term strategies

Knowledge of the Municipal Act and policy development and decision-making processes in a municipal context would be preferred

Required to obtain and maintain satisfactory CPIC (including Vulnerable Sector) at own expense.
