LMCH is the largest provider of rent-geared-to-income housing within the City of London and Middlesex County. On behalf of the City of London, LMHC manages 3,282 public housing units. 1. PURPOSE OF THE JOB

Under the direction of the Director of Property Services and Asset Management, the incumbent will be the primary lead for the implementation and ongoing review and update of London & Middlesex Community Housings (LMCH) 2020-2029 Asset Management Plan (AMP). The AMP will satisfy O. Reg. 588-17 and will be consistent with LMCH’s Strategic Plan. The purpose of this position is to complete due diligence to understand and evaluate the current and projected future state of the portfolio based on established Levels of Services (LOS). This information will be used to provide justification for funding, evaluate where funding should be focused, and communicate with stakeholders as needed.
 

2. RESPONSIBILITIES

A.  Primary lead for Asset Management Program
Create, maintain, review, and update various asset management program requirement including but not limited to the Asset Management Policy, Strategic Asset Management Plan, Asset Management Plans etc.
Maintain information held within asset management registry; update as capital projects are complete and use as a tool to evaluate condition of portfolio and priority for investment.
Replacement valuation of all LMCH assets.
Review data on performance of established Levels of Service (LOS); communicate findings to colleagues to inform decisions and practices.
Use of and as necessary further development of an impact and risk quantification tool to assist with capital investment decisions.
Review existing Infrastructure gap analysis for lifecycle, service improvement, and growth; report on progress in reducing identified infrastructure gap.
Identify future investment needs; articulate and justify needs to stakeholders.
Work with shareholder staff on various asset management programs, and related funding requests etc.
 
B.  Input to Multi-Year Budget Request

Every four years, Agencies, Boards and Commissions of the City of London are required to submit a multi-year budget if it is greater than their existing base budget. The incumbent will support this process with the following activities:
Background research on forecasted expenditures and correlated portfolio conditions.
Draft and author required documentation.
Communication with City staff regarding the advanced Business Case(s).
Reporting back to the Board on the submitted business cases and associated outcomes.
 
C.  Pursuit of External Funding Programs

The incumbent will work to advance opportunities for funding from other levels of government (i.e. Federal, Provincial) and third parties (i.e. Enbridge Gas). This may include the development of documentation, strategies, communications, and relationship management including liaising with the shareholder as appropriate. Focus in this area will fluctuate based on available funding programs.   
 

3. JOB SKILLS & QUALIFICATIONS

  • Formal education and/or equivalent experience in Asset Management and/or related fields including building sciences and engineering.
  • 4 years’ experience with progressively increasing responsibility.
  • Project Management Certificate or experience effectively managing projects using project management best practices and methodologies and supporting the implementation of the Corporations Project Management System.
  • High degree of leadership, systems thinking, and problem-solving skills; good facilitation and conflict resolution and skills.
  • Cross-functional team player, and collaborator with excellent communication, influencing, and relationship building skills.
  • Comfortable presenting, leading meetings, and making decisions especially to or alongside senior positions.
  • Ability to manage multiple priorities within designated time frames.
  • Strong communicator with the proven ability to explain potentially complex information in an approachable way especially to persons who may not be familiar with the subject matter. 
  • Strong organization, time management, and analytical skills
  • Computer literacy, including effective working skills of MS Word, Excel and Outlook required, Yardi Property Management software (or derivatives) an asset.
  • Financial and budgeting skills to support the administration of a large budget.
  • Valid driver’s licence and a good driving record required. Must have access to a vehicle for daily use.

5. POLICE RECORDS CHECK AND VULNERABLE POSITION SCREENING

This position requires the successful candidate submit a current Police Records check from their local police service. A current LMCH employee who is the successful candidate for this position must also provide this document unless it is already on file and not more than one year old.
 

6. SALARY & BENEFITS:

 
Competitive annual salary with comprehensive health benefits and a defined benefit pension plan.
 
Normal working hours are 8:30 A.M. to 4:30 P.M. Monday to Friday, with some work required outside of this schedule from time to time.
