Program Supervisor, Housing and Homelessness (City of Kawartha Lakes)

The Human Services department is seeking a permanent full time Program Supervisor to join our dynamic team.  Under the direction of the Manager, Human Services (Housing), this position is responsible for the delivery and administration of Life Stabilization services, including housing and homelessness services and related programs.

 

Job Description

  • Assist in the development, planning, implementation, management and monitoring of all social services and housing programs and services
  • Develop and recommend program directions, goals and objectives to meet provincial and local requirements, and implement new projects and policies relating to social and housing services
  • Provide leadership and staff direction to a multi-disciplinary team; assisting with resolution of contentious issues; motivates and supports staff, holding team meetings for the purpose of communicating policy and procedure initiatives and to discuss Division initiatives
  • Conduct planning activities to support program development, monitoring and improvement across the service area (the City of Kawartha Lakes and the County of Haliburton) through internal and community consultation and collaboration
  • Participate in and lead staff development and healthy workplace initiatives toward the Division’s goals and vision
  • Work with staff, community agencies and other levels of government to develop best practices and recommend program enhancements
  • Assist Manager in preparation of Division operating budget, providing advice and recommendation on program budgets and funding
  • Allocate, approve, monitor and reconcile accounts payable and accounts receivable according to Ministry and Council approved budgets, working with finance and legal departments
  • Manage the overall customer service operations of respective programs
  • Ensure programs and services comply with all applicable privacy legislation, policies and procedures
  • Develop and negotiate purchase of service agreements with community agencies for approved programs
  • Ensure Division–funded agencies receive funding in a timely and efficient manner
  • Monitor purchase of service agreements to ensure contracted agencies, housing providers, landlords, etc meet the terms of the agreement through reporting of financial and service data and all other agreement requirements
  • Monitor, maintain and address Health & Safety standards in all locations for all staff
  • Monitor and approve employee work hours including vacation, time off requests and expenses while ensuring customer service levels are maintained
  • Assist in the planning, development and administration of service contracts, plans, policies and procedures for all programs and services
  • Review plans annually to ensure planned objectives meet desired outcomes and take corrective measures
  • Complete reports for the Manager and Director and seek approval for Division and community plans
  • Assist in completion of KLH Housing Corporation and/or Ministry required plans, surveys and reports
  • Prepare and submit Ministry financial and service data reports
  • Develop on-going goals and objectives that maximize the service delivery offered by the department and to ensure the practices of the department reflect municipal and ministry guidelines
  • Work with internal and external community/provincial/federal based services, groups and organizations to integrate services for children, families and residents
  • Review and disseminate reports, articles, books and resources on areas impacting services
  • Participate in local, regional and provincial planning with working groups, community and partnership involvement
  • Responsible for provision of Emergency Social Services in a declared emergency
  • Responsible for the hiring, discipline, dismissal, performance management and training of staff, in consultation with Human Resources
  • Administer the terms of the applicable Collective Agreements
  • Perform other related duties as assigned

Skills and Education Required

  • Post-secondary diploma in Social Services, Early Childhood Education, Social Work or a related field
  • Minimum 4 years of related progressive experience, preferably in a municipal environment
  • Direct service and supervisory experience in a unionized environment
  • In-depth knowledge of all applicable provincial and municipal legislation, regulations, policies and procedures
  • Detailed knowledge of trends and issues relating to social assistance, early learning and child development, labour market and poverty
  • Effective analytical and problem solving skills with the ability to obtain, understand, interpret and manipulate data and information to support and promote planning and accountability
  • Demonstrated ability to exercise discretion and tact and maintain a high degree of confidentiality at all times, complying with all applicable privacy legislation and local policies and procedures
  • Effective oral communication and strong interpersonal skills to deal with members of the public, staff, council and senior government
  • Demonstrated customer service skills at a level to develop and maintain cooperative/ collaborative working relationships both within and outside the organization
  • Demonstrated ability to contribute to and build upon a positive and healthy work environment
  • Excellent written communication skills; attention to detail and accuracy
  • Demonstrated time-management skills with the ability to prioritize workloads and meet deadlines with minimal supervision
  • Ability to demonstrate initiative consistently with commitment to quality improvement
  • Demonstrated proficiency in Microsoft Office, the internet and any other related software
  • Possess and maintain a valid Ontario Class “G” Driver’s Licence
  • Upon a conditional offer of employment, a Criminal Record Check, including a Vulnerable Sector Search, will be required

Salary: $75,978 - $88,884 (annual, commensurate with experience and qualifications)
