Duties:

  • Reporting to the Director of Social Services, the Manager of Children’s Services oversees system management of municipal child care and early learning programs and initiatives within Stratford and Perth County.  This includes licensing, regulatory compliance, program funding, financial monitoring and reporting, staff supervision, program development and delivery, special needs resourcing, accessibility programming, safety and security.
  • Liaise with, facilitate relationships, and represent the Corporation to other departments, government, community partners and stakeholders by providing information, guidance and leadership in the area of childcare and early years programming.
  • Responsible for the administration and monitoring of EarlyON Child and Family Centres as well as capacity building for the early years system.
  • Manage the day-to-day operations of the Division including staff oversight, performance management, training and development, health and safety, budget monitoring and corporate and Ministry reporting.
  • Implement and monitor purchase of service agreements with childcare and early years operators.
  • Recommend the application and implementation of provincial and federal funding.
  • Prepare and monitor childcare and early learning program plans, budgets, funding and subsidy allocations ensuring all decisions/programs meet compliance and quality standards.
  • Perform role in accordance with duties of supervisors outlined in Section 27 of the Occupational Health and Safety Act (OHSA).
  • Perform other related duties as assigned.

Qualifications:

  • Undergraduate University Degree in Social Sciences or related discipline.
  • Minimum 5 years related professional experience.
  • Comprehensive knowledge of applicable legislation, including the Child Care and Early Years Act (2014) and associated guidelines and policies.
  • Must be able to meet screening and immunization requirements in accordance with corporate and Ministry requirements.
  • Excellent written and oral comprehension and expression.
  • Ability to travel throughout Perth County.
