Job Description:

Reporting to the Program Manager, Planning & Policy Development, the Consultant, Children's Services, manages and provides leadership and innovation in the development and sustainment of accurate, consistent, relevant and timely information and data to support EarlyON and community planning with decision support, public information and engagement (i.e., identify local sources of data, select appropriate methods and procedures for collecting and analyze the data to inform the policy and planning to support EarlyON and community planning).

Major Responsibilities:

  • Develops and implements detailed plans and reports and recommends policies regarding program specific requirements. Coordinates development of key Division reports regarding program specific requirements such as the development and measurement and use of an outcome framework and data strategy for EarlyON Child and Family Centres
  • Establish data, collect, interpret and mobilize both quantative and qualitative data for the purposes of community planning
  • Supervises assigned projects ensuring effective teamwork and communication, high standards of work quality and organizational performance and continuous learning. For example, leads and manages local knowledge mobilization and acts as a resource in the community related to early years' research and data. Monitors staff as assigned; work scheduling, training/development, evaluates staff performance and handles labour relations matters.
  • Manages a team that supports the development and implementation of a data strategy that supports EarlyON and local planning groups and provides evidence to inform decision making
  • Conducts research, designs, collects data, conducts statistical analysis, develops and manages planning tools (e.g. visual dashboards and Raising the Village platform), to ensure integrated service planning for children and families that takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government
  • Ensures financial accountability through analysis and approval of business plans, operational budgets, capital funding requests and audited financial statements. Establishes service rates and grant levels, identifies overpayment and negotiates recoveries from operators under service contract
  • Ensures that the project expenditures are controlled and maintained within approved budget limitations. Contributes to the unit's budget by analyzing and developing budget submissions for specific functional area
  • Manages a Children's Services portfolio within an assigned function or geographic area ensuring a range of accessible services for children and families. Ensures service targets are met as outlined in Council approved Service Plan for Child Care
  • Manages contentious issues/serious occurrences; e.g. public/political issues regarding services to children such as inequitable outcomes and access, ensuring follow-up documentation, corrective action and implementation of preventative strategies
  • Evaluates, monitors and provides direction to programs under contract in accordance with Council approved policies/legislation; ensuring services to children are developmentally appropriate and of high quality
  • Responds to media inquiries, prepares media materials and briefing notes as necessary on issues receiving media attention
  • Manages and provides advice and support to the Toronto Child and Family Network, other community networks and political sub-committees and/or participates and provides advice and support to relevant stakeholder groups, committees, and other community networks
  • Represents the Corporation and the Division on a variety of community, cross divisional and research groups and collaborates with child care operators, other child/family agencies, Boards of Education, municipal/provincial politicians and staff to ensure local service planning and delivery meets the needs of children, families and community, providing interpretation and expertise on data derived from research and statistical analysis and providing advice regarding information dissemination
  • Manages projects and teams that initiate, develop and implement policies/programs and City wide initiatives. Recruits the project team and develops project plan/timelines; ensuring effective teamwork, communication, high standards of work quality and organizational performance and provides work direction to assigned staff on the execution and completion of assigned projects (i.e. defines purpose, objectives, project activities, milestones and deliverables, monitors work performance and tracks progress to ensure project goals and time lines are met)
  • Prepares briefing notes and information for committee reports
  • Manages and plans community events such as; Anti-bias fair, annual training and development conference and running of local action planning sessions associated with the Child Care Service Plan.

Key Qualifications:

Your application must describe your qualifications as they relate to:

1. Post-secondary education in a relevant field (i.e. social sciences, planning, statistics, or economics) or an equivalent combination of education combined with relevant experience.
2. Experience and knowledge in the development of outcome frameworks.
3. Experience in project management, including managing research projects with an emphasis on data collection and statistical analysis.
4. Experience in supervision and the ability to coach, motivate and coordinate the activities of staff along with the ability to effectively handle day to day labour relations matters.
5. Experience working with statistical software (e.g. SAS, SPSS, etc.)
6. In-depth knowledge of Data Visualization and Business Intelligence tools (e.g. Tableau, Microsoft BI, etc.).
7. Excellent knowledge and skills in research methodology, and policy and research tools to conduct research and analyze issues.
8. Excellent analytical skills with the ability to effectively identify problems, propose solutions and follow through with the implementation of decisions.
9. Proven ability to build and maintain partnerships and collaborate with stakeholders.
10. Strong written and oral communication skills with the ability to develop and deliver presentations to a variety of audiences.
11. Familiarity with Ontario Statutes, including the Occupational Health and Safety Act, Child Care and Early Years Act, Labour Relations Act, and other relevant legislation.
12. Considerable clerical/administrative experience in financial, purchasing, and people services-related environments.
13. Considerable experience in utilizing a variety of computer software packages including Microsoft Office Suite (i.e. Word, Excel, and PowerPoint) and database administration.

A Qualified List of candidates will be established for the Consultant, Children's Services position in the Children's Services Division / Service System Planning & Policy Development Section, System Program & Policy Development Unit and will be in effect for one year from the date the list is created. Qualified candidates on the list may be considered when filling future permanent and/or temporary vacancies in this position.
