Position Summary

Reporting to the Manager, Family and Income Stability and in cooperation with the Family and Income Stability team, and working closely with Team Leads, Data & Program Analyst and the Learning and Development Coordinators, the Policy & Procedure Coordinator position is responsible for assessing and monitoring performance to ensure Ontario Works regulatory requirements are met. The Policy & Procedure Coordinator is a resource to support the development of a culture of quality and process improvement throughout the department. Together with the Manager, Family and Income Stability, the Policy and Procedure Coordinator will lead local and provincial transformation initiatives including Employment Services Transition, Social Assistance Modernization, life stabilization services, business process/procedure changes, and Performance & Accountability framework.

This position will be responsible for the following:
  • Work with program staff of all levels to support, develop and improve the quality of services being delivered to clients served. 
  • Conduct regular case reviews for all permanent staff to oversee adherence to Provincial regulatory standards and assess progress with identified improvement strategies within the program/department.
  • Compile, analyze, and share results and trends from monthly and quarterly reports (SAMs, EVP, Eligibility Review, Overpayment, Ad Hocs, etc), file reviews, and EVP audits to inform training needs and assist with internal programmatic benchmarking opportunities.
  • Work with the manager to assess staff performance and learning needs to support accomplishment of provincial Life Stabilization deliverables. 
  • Create, maintain and update all process related documents for the department.
  • Policy development and Ontario Works/Employment Services system level analysis to ensure funding is being used to maximize outcomes, meet evolving local need and align programs/services with provincial and local direction.
  • Project management for new provincial and local initiatives including development of project plans, leadership of cross-departmental project teams, monitoring progress of project through use of GANTT Charting or other project management tools; and notify the Manager of significant delays or obstacles to successful and timely implementation. 
  • Perform high level analyses and trends to determine root cause analysis on eligibility issues. Independently make recommendations based on results and effectively communicate recommendations.
  • Partner with internal and external customers to identify opportunities, problem resolution and process improvement.
  • Create and analyze customer quality and satisfaction surveys. 
  • Approve Eligibility Review investigation outcomes including referrals to police.
  • Act as a resource to staff for Social Benefit tribunal submissions and Crown Briefs.   
  • Approve overpayment write-off recommendations. 
  • Working with Team Leads and Learning and Development Coordinator(s), identify training needs and interventions to meet provincial standards.
  • Collaborate with program staff at all levels, building and maintaining trusting relationships and will present information in front of staff to promote engagement in problem-solving and goal-setting.
  • Assist Manager with research and writing of reports to Council, community partners, and funding partners as required. 
  • Lead client care quality improvement and enhancement initiatives (e.g. client satisfaction, life stabilization outcomes) to increase operational efficiency and reliability.

 Qualifications

  • Candidates will possess a Bachelor’s degree or higher in Sociology, Social-Psychology, Psychology, or Social Work or equivalent and relevant program of study with completion of courses specific to research methods and data analytics.
  • Considerable experience in Social Assistance legislation and program delivery
  • A minimum of 4 years progressive experience in direct delivery of Ontario Works and/or Ontario Disability Support.
  • Experience evaluating and documenting performance.
  • Project management experience and training is an asset.
  • Superior communication, problem solving, and analytical abilities are essential.
  • Well-developed written communication skills and demonstrated report-writing experience.
  • Proven ability to communicate effectively with and mentor team members, resolve conflict appropriately, build constructive relationships and role model professional behaviour.
  • Expert knowledge of the O.W. Act, and detailed understanding of departmental and municipal policies and procedures.
  • Working knowledge of legislation related to other government social assistance programs considered an asset.
  • Highly proficient in use of the provincial computer system SAMS, Microsoft Suite of products and other relevant internal systems and analytical software and analytical software.
  • Lean Six Sigma certification is an asset.
 
WAGE RANGE: $39.81 to $49.76 per hour (based on 35 hour a week)
