The Capital Planning Section, Housing Operations Division, Community Development Department of the City of Greater Sudbury, requires a Manager of Capital Planning and Construction Services. The successful candidate must possess the qualifications and perform the duties, as set out below. The current range of pay for this position is $3,520.30 to $4,144.00 bi-weekly (subject to review).

Main Function: Responsible for the design, implementation and management of the Greater Sudbury Housing Operations (GSHO) Capital Works Program, Energy and Water Conservation Program and Regeneration Program.

Duties: Under the general supervision of the Director of Housing Operations.

1. Identify required capital projects based on life-cycle analysis, site inspections, input from staff and consultant reports and Asset Planner software.

2. Establish Capital Program priorities based on useful life, safety, legislative requirements, tenant needs, aesthetics, budget constraints.

3. Conduct an annual review of programs to identify any plan modifications that may be required as a result of the development of new projects and any changes in priority for projects already identified.

4. Prepare an annual capital work program, as well as the associated budget by selecting projects identified in the five (5) year Capital Works Plan, including plan changes resulting from modified priorities and incorporating them into the detailed annual capital works program.

5. Monitor and revise, as necessary, the five (5) year Capital Works Plan and long range Capital Plan.

6. Prepare tender documents and associated advertisements for both capital works jobs, and manage the maintenance contracts.

7. Coordinate the retention of consultants when required by issuing requests for proposals, evaluating the proposals, awarding contracts and by monitoring the work of the consultants throughout the project.

8. Schedule, administer and monitor the progress of projects by conducting site inspections, ensuring quality control and resolving any disputes or claims.

9. Conduct final inspection of projects to identify any deficiencies, follow-up on any corrective action that may be required.

10. Approve all invoices and expenditures related to capital contact work, and construction related maintenance management invoices that exceed the signing authority of the Maintenance Supervisor.

11. Monitor the capital budget on an ongoing basis to ensure that projects are completed within the approved budget and provide a monthly report on the capital projects to the Manager of Finance, Greater Sudbury Housing Operations.

12. Chair of the Tender Opening and Tender Award Committees.

13. Create and maintain the Asset Planner database with current and historical capital works data. Provide analysis of the Asset Planner data relating to the Capital Works Plans and make recommendations.

14. Prepare business cases for internal and external funding of capital projects.

15. Complete Building Condition Assessments on an on-going basis.

16. Actively seek out new opportunities for capital grants and funding.

17. Create and implement a comprehensive short and long-term energy and water conservation plan.

18. Liaison with CGS Energy and Facilities Engineer, local utilities and other sector professionals.

19. Implement and manage Building Automation Systems.

20. Analyze Energy Audit and implement recommendations.

21. Develop business cases for funding of energy and water conservation initiatives.

22. Manage the GSHOC Video Surveillance Policy and Program Guidelines. Manage additional system installations, upgrades and repairs including video surveillance software management (e.g. IP addresses, passwords, technical requirements).

23. Manage and administer the redevelopment of existing aging housing stock.

24. Manage and administer the development and construction of new housing stock.

25. Develop and maintain liaison with tenants, official groups, agencies and government departments and advance the interests of the GSHO through representation at meetings, promotion and other events.

26. Develop, maintain and revise the department program delivery work plans on an ongoing basis.

27. Conduct performance appraisals, attend grievance hearings, assist in the collective bargaining process, interpret the collective agreement, and participate in the Joint Labour/Management Committee.

28. Establish and sustain a relationship with the Union that is based on mutual respect and professionalism.

29. Ensure compliance with processes and policies to ensure consistent application of rules and regulations including requirements of the current Collective Bargaining Agreement.

30. Participate in the management on call rotation after office hours.

31. Respond to major emergencies after office hours.

32. Develop and maintain a thorough working knowledge of CGS’s Safety Manual and the applicable Provincial Legislation listed therein.

33. Perform other related duties as required.


Qualifications

Education and Training:

  • University degree in Civil Engineering or Building Services from a recognized University with Canadian accreditation.

Experience:

  • Minimum of five (5) years of senior level management experience in a property management firm including experience in the social housing field.

Knowledge of:

  • CGS’s priorities.
  • Applicable legislation and related regulations.
  • Current and emerging management issues within CGS as they affect the Division.
  • Best practices within areas of responsibility.
  • Working knowledge of Occupational Health and Safety Act.
  • Horizontal linkages to other relevant governmental levels and services as well as the private sector.

  • Communicate effectively and possess effective interpersonal skills and the ability to deal diplomatically with all people.

  • French verbal skills highly desirable; written skills an asset.

Other Requirements:

  • May require the use of a personal or CGS vehicle on CGS business. Must be physically capable of operating a vehicle safely, possess a valid driver’s license, have an acceptable driving record, and personal insurance coverage.
