Executive Director, Social Development, Finance and Administration (City of Toronto)


The City of Toronto is recruiting for a progressive leader to join the Community and Social Services' Executive team, as Executive Director, Social Development, Finance and Administration. Reporting to the Deputy City Manager, you’ll lead, direct and manage the Social Development, Finance and Administration Division, a broad portfolio encompassing service system planning, community development and neighbourhood capacity building programs, youth employment, Corporate-wide strategic initiatives and City/Council priorities. This is an exciting opportunity to advance the City’s social inclusion agenda, including social planning, research and policy development, while providing the financial and administrative oversight and controls as well as direct financial and administrative supports for the Community and Social Services divisions.

Political acuity and strategic, engaging leadership in a diverse environment

As Executive Director, you’ll provide strategic advice and guidance to the City's Senior Leadership Team, the Mayor, relevant Standing Committees, Council and Task Forces, and work closely with executive professionals within the City’s Agencies, Boards, Corporations and Divisions, and senior officials from other orders of government, and private and community-based sectors. An engaging leader who integrates diverse perspectives and ideas, and effectively manages the expectations of multiple stakeholders, you’re comfortable operating and managing in an environment with competing political and public interests, where decisions required are very complex and implications are both system-wide and individual to residents and communities.

Customer-focused program delivery and continuous improvement

Building on your past successes as a senior manager, you’ll set the overall strategic direction for the Division by establishing divisional goals, objectives and priorities aligned with Council/City strategic directions and priorities, plus oversee and coordinate the corporate policy framework for the Community Partnership and Investment Program, and the direct delivery of the Community Services grants programs. The direct delivery of a range of community support programs – Community Space Tenancies, youth employment and youth violence prevention programs, Community Crisis Response, Further Our Community by Uniting Services (FOCUS), Tower and Neighbourhood Revitalization, and Community Development – will also fall within the scope of your mandate.

Financially sustainable change, accountability and results achievement

With a view to promoting and ensuring financially sustainable practices, you’ll coordinate Community and Social Services Department summaries of financial information, analysis and strategic advice related to City financial administrative business processes, systems and priorities, including the annual capital and operating budget preparation process. The City and the Division will also count on you to identify critical financial issues and work with departmental divisions to implement corrective action.

Your credentials as the successful candidate will include a post-secondary education in Public Administration Management or a professional discipline pertinent to the job function, or a relevant combination of education and experience. This is complemented by significant management experience, with a relevant track record of performance in core divisional functions within a major public or private sector organization providing services directly to the public, and extensive knowledge of related issues and trends.

With your proven experience managing in environments with extensive scope, complexity and diversity of operations while balancing competing interests, you’re also prepared to ensure the cost-effective and responsible management of the Division's financial, material and human resources to achieve results. This will include providing ongoing leadership to a diverse workforce with a view to ensuring effective teamwork, high standards of work quality and organizational performance, while promoting continuous learning and innovation, as well as facilitating effective labour relations by interpreting, and ensuring compliance with, collective agreements in place.
