Program Manager

The Municipality of Chatham-Kent has an opening for two permanent full-time Program Managers with Employment & Social Services. The Program Manager of Employment & Social Services is responsible for the oversight of Employment & Social Services program delivery in Chatham-Kent. This includes Ontario Works assistance, employment, and homelessness programming for Chatham-Kent residents in needs. The Program Managers provide supervision, direction, and guidance to a team of Supervisors, Case Managers, Employment Resource Workers, Eligibility Review Officers, and Family Support Workers, in order to deliver complex social programs in a timely and accountable fashion. This position participates on the Manager/Supervisor Team. One of the two positions will be responsible for project and change management activities related to service integration between Employment and Social Services, Social Housing and Children’s Services.

About Employment & Social Services

The Employment and Social Services Division’s mission is to provide services to increase wellness and reduce the effects of poverty for the people of Chatham-Kent. The division works in partnership with other levels of government, community agencies, and the citizens of Chatham-Kent, to deliver services and programs to help people in our Municipality. Further, the division partners with Housing Services, Child Care and Early Years, Library Services, Public Health, Senior Services, Community Attraction and Leisure Services and Economic Development Services to maximize resources and increase capacity to achieve shared municipal goals. Qualifications

  • BA in Social Service or Social Sciences, with two to four years related experience
  • Preference given to a Masters of Social Service or Social Sciences and/or professional designation (M.S.W., B.S.W., etc.)
  • Supervisory experience; management experience in an Employment/Ontario Works/ Social Services environment preferred
  • Extensive knowledge of overall coordination and integration of social services
  • Understanding of equity, homelessness, social work and poverty reduction methodologies
  • Understanding of local labour market needs and issues
  • Detailed knowledge of Ontario Works Act, regulations and directives; policies and procedures
  • Thorough working knowledge of the Ontario Works legislation and all other related legislation/regulations

Remuneration

This permanent full-time job provides for a total reward package that includes an annual salary range of $94,662 to $111,617 (based on grade 11 of the 2019 non-union full-time compensation plan), plus participation in the OMERS pension plan (mandatory), vacation entitlement and a comprehensive benefit package that includes life insurance, accidental death and dismemberment, short and long term disability, extended health and dental benefits following the successful completion of a 3 month waiting period.
