Program Manager, Social Housing (City of Hamilton)

Pay range: $53.078 - $62.070 per hour. (35 hours per week, non-union)

Reporting to the Director of the Housing Services Division, the Program Manager will steer and develop the City of Hamilton social housing portfolio and the coordinated social housing waitlist. Guided by Hamilton's 10-year Housing and Homelessness Action Plan, the successful candidate will have sound knowledge of social housing, a highly-developed interpersonal skill set, and a full range of planning, organization and development proficiencies. From analytical requirements and financial planning to administrative duties, the position has a shared responsibility for the planning, development and evaluation of social housing, affordable housing, homelessness and other related housing service system programs.

People are your focus, and as a strong, able leader, you are able to effectively manage a multi-disciplinary workforce, while building and motivating your team. And with a commanding knowledge of housing programs, relevant legislation, statutes and other housing-related issues, you have both the skills and expertise to meet the Division's needs. 

QUALIFICATIONS & REQUIREMENTS

  • Must be able to demonstrate a level of expertise related to the duties described, normally acquired through a Baccalaureate degree in Health or Social Sciences or a combination of education and relevant work-related experience.
  • Demonstrated experience in progressively responsible positions in the housing or social services field.
  • Must possess a demonstrated record of strong leadership and guidance, person-centred focus, team advocacy and the ability to effectively manage a multi-disciplinary workforce with the ability to motivate and develop a team of staff.
  • Sound knowledge of social housing and affordable housing programs, relevant legislation, contractual obligations and applicable policies and procedures. Thorough knowledge and understanding of statutes, regulations, codes and by-laws affecting social housing and other housing related areas.
  • Highly-developed interpersonal skills with the ability to interact and communicate effectively at all organizational levels.
  • Well-developed planning and organizational skills, with developed innovative and solution oriented problem solving skills.
  • Demonstrated ability to work effectively with colleagues and direct service staff in identifying and meeting the needs of the Division.
  • Demonstrated financial skills in developing, implementing and monitoring budgets, both internal to the Division and with third party agencies and housing providers, including a knowledge of financing specific to housing development.
  • Excellent verbal and written communication skills, possessing highly developed negotiation and conflict resolution skills.
  • Demonstrated skills in analysis, planning, monitoring and evaluation, and an understanding of quality assurance practices. Promotes the utilization of evidence based service delivery models.
  • Computer proficiency in Microsoft Office Suite of products including Outlook, Word, Excel and Power Point.
