Project Manager, Human Services (Region of Peel)

The Human Services department provides a continuum of supports for vulnerable or at-risk members of the community, including employment and social assistance services; homelessness prevention and affordable housing; early years programming; and leadership for the early learning and child care and housing systems in Peel.
 
Reporting to the Manager, Project Management and Business Transformation (Strategic Initiatives) you will be responsible to lead medium-complex well defined projects/initiatives to meet departmental priorities and outcomes. Working with staff at all levels, the Peel Poverty Reduction Committee, residents and agencies, you will be responsible for effective and efficient management of projects from conception to completion to ensure the Peel Poverty Reduction Strategy outcomes are achieved. This includes planning, managing and making recommendations and designing implementation strategies for initiatives.
 
Leading the planning and implementation of the Council approved Peel Poverty Reduction Strategy initiatives and deliverables will be the initial focus of this contract position. The Peel Poverty Reduction Strategy provides a direct mechanism to connect the community’s efforts at reducing poverty with Human Services programs and related strategies.

Responsibilities

  • Responsible for all key project documents and correspondence including the Project Charter, Work Breakdown Structure, Change Management Plan, Communication Strategy, Project Workplan, project status reports etc
  • Responsible for progressing the project work through all project phases (initiating, planning, executing, monitoring and controlling and close-out)
  • Provides ongoing support, guidance and expert advice as it relates to business efficiencies and the project management discipline
  • Assesses work requests, completes Scopes of Work and makes recommendations for prioritization of projects within the department
  • Provides regular reporting to the Manager, Project Sponsor, Steering Committee, CDM, CDMS and other stakeholders as appropriate
  • Completes work in support of the Strategic Plan, Term of Council Priorities and other departmental/corporate priorities
  • Provides recommendations to ensure all services provided by Human Services are client centered value added, effective, and efficient which results in positive community impact
  • Plans, consults and conducts functional and business analyses with key stakeholders
  • Collaborates with clients, community partners and key stakeholders including Council in order to ensure the that the services provided in the department continue to meet the needs of Peel
  • Manages a complex portfolio with the ability to balance competing interests and priorities across the Human Services department
  • Develops presentation materials and facilitates various sessions to gather information for the project or to inform others of project information

Qualifications

  • Post secondary degree in a Human Services related field and a minimum of 5 years experience in the Human Services sector or an equivalent combination of education and experience
  • At least one year of experience leading a medium to large project(s)
  • Working knowledge of the legislation that supports Human Services delivery, including but not limited to the following acts: Ontario Works, Child Care and Early Years, Social Housing Reform, Ontario Disability Support Program and Child and Family Services
  • Knowledge of systems used to support project management and Microsoft Office
  • Experience in applying change management principles and methodologies and the ability to lead as well as manage and support change
  • Demonstrated strong customer service skills
  • Demonstrated knowledge and experience applying project management methodologies
  • Ability to develop and monitor budgets
  • Short and long term planning skills and ability to execute various project plans
  • Requires highly-developed communication skills, both oral and written
  • Creative, collaborative, innovative; looks for unique ways to consult with internal and external stakeholders and create an environment of engagement
  • Proven presentation skills including the ability to present to various audiences both internal and external to Peel
  • Demonstrated leadership, negotiation, facilitation and mentoring skills
  • Ability to work independently as well as the ability to develop collaborative relationships with stakeholders and regional staff
  • Research and analytical skills to gather, analyze and synthesize data and develop recommendations as necessary
  • Knowledge of community resources/services available to residents of the Region of Peel
  • Time management and organization skills to prioritize workload within time constraints
  • Effective interpersonal skills to present to, facilitate and gather information from various audiences including internal staff, key stakeholders and community agencies
  • Use of sound judgment when making recommendations or conclusions
  • Proven ability to problem solve and resolve conflict and the ability to respond with tact and diplomacy
  • Strong understanding of and ability to apply evidence-based decision-making
  • Knowledge of performance measurement to ensure evaluation and continuous improvement are built into the projects (s)

Location: 10 Peel Centre Drive, Suite B., Brampton ON
Duration: Contract Full Time; up to 1 position- up to 24 months
Hours of work: 8:30am-4:30pm Monday to Friday 35 hours/week
