Job Description

This senior leadership position with the City of Toronto’s Children Service's Division is an exceptional and exciting career opportunity for a results-oriented yet strategically minded leader who has extensive experience working in a legislative and unionized environment, and managing large scale projects, with an excellent track record of business transformation and change management.
 
Reporting to the General Manager, you will direct the operational and business planning, management, implementation and service delivery of the City of Toronto's directly operated licensed child care centres (over 50) and its licensed home child care agency serving approximately 3,000 children each day. This includes developing high quality programs, in compliance with the Provincial Child Care and Early Years Act (CCEYA) 2014 and all other relevant legislation affecting operations, and that demonstrate best practices in pedagogy and learning in early and middle years through the development of sound policies and procedures, research partnerships and continuous improvement.
 
As a member of the Division's senior management team, and with your strong track record of innovative, results-oriented leadership, you welcome the opportunity to develop strategic vision and plans aligned with organizational performance objectives. You will play a key role in the continuous improvement of developing, designing and implementing functional policies and programs that will significantly change overall business performance based on long-term needs, Council directives and provincial legislation as well manage divisional priorities through the TELCCS 5-year Operating Plan.
 
Your ability to manage program operations will be evident as you will oversee all portfolio activities, and lead and motivate a diverse workforce, ensuring effective teamwork, high standards of work quality and organizational performance, resolving complex labour relations issues, and driving continuous learning and innovation.
 
Program management staff will count on you for direction and guidance, as well as the processes and tools they will need to increase efficiencies and improve effectiveness of services provided. Budget development, administration and control will be an integral part of this role, along with the development of annual work plans, long-term visioning, and the implementation of change management and performance management processes, from program reviews and service improvements, to benchmarking and best practices, with a view to maximizing the value and achieving desired outcomes associated with the direct delivery of services.
 
You will actively support the development of collaborative working relationships with other City divisions and other levels of government with a focus on enhancing client service and developing community-based services. This will include providing expert advice and responding to inquiries from concerned parents, senior officials and elected representatives from the City, other municipalities and other levels of government. You will direct the preparation of reports for Council, its Standing Committees, Sub-committees and Task Forces and execute contractual service and funding agreements with the community and as required.

As the ideal candidate, you will have a post-secondary education in business administration, human sciences, public policy or a job-related professional discipline, or an equivalent educational and work background. You will also have progressive, extensive customer service leadership experience in a complex legislative and unionized environment with a solid track record of change management and putting in place business processes, policies and strategies that will facilitate improvements within critical timeframes.
