Stephen Arbuckle

Stephen Arbuckle, Former Manager, Housing Services, City of Ottawa

Stephen Arbuckle led the consultation, development, and implementation on numerous plans, agreements, and funding in the Housing Services Branch at the City of Ottawa. He was a key driver behind the 10 Year Housing and Homelessness Plan, advocating for capital repair funding internally and externally, comprehensive review of local policies, and negotiating several funding and refinancing agreements with Ottawa Community Housing.

For many years Stephen chaired the Service Manager Housing Network and Expiry of Operating Agreements working group (2009-2014 and 2015-16) and led work on the development of practical tools to assist Service Managers and Housing Providers, to assist members in understanding the impact of the end of operating agreements and mortgages (EOA) on individual projects.

These tools helped Service Managers and Housing Providers explore opportunities and solutions in the post EOA world. This was a collaborative project and engaged many diverse ideas that led to a very useful outcome. Stephen also negotiated the integration of the SMHN to become a network of Ontario Municipal Social Services Association (OMSSA) and facilitated close collaboration between sector organizations and the province.

Stephen has left a positive lasting impact in Ottawa's housing community and within the Housing Branch. He was always very personable and took time to check-in with his staff and colleagues in the sector.
