Janet Menard, Deputy Minister, Ministry of Community & Social Services

Janet was named the Commissioner of Human Services at Peel in 2009 following leadership roles in Social Services and Housing.  She joined Peel Region in 2001 as Director of Ontario Works, for the Social Services Department, later serving as Acting Commissioner of Social Services from October 2005 to July 2007. Over the last three years, during a significant period of change, Janet has held the positions of Executive Director, Transition and Integration, for the new Human Services Department, as well as Acting Director, Housing Policy and Programs. She was named Commissioner in July 2009.

Her areas of focus in both her professional and volunteer commitments include: quality assurance and collaborative management strategies to deliver human services and creating opportunities for newcomers to succeed.

An active member of her community, Janet has participated on numerous community boards including, mental health, supportive housing, legal clinics and community planning, as well as the Ontario Municipal Social Services Association and the Ontario Non-Profit Housing Association. She also co-chaired both newcomer and poverty reduction coalitions.

Janet Menard was appointed Deputy Minister of Community and Social Services in 2015, bringing with her more than 30 years of experience in the field of human services from the City of Toronto, and Halton and Peel Regions. In 2016, Janet was also given responsibility for leadership of the government’s Poverty Reduction Strategy.

An advocate for continuous learning, Janet’s academic credentials include both human services and broader management studies at the Universities of Waterloo, York, Queen’s and Ryerson, as well as Centennial College.
