David Landers

David Landers, Former CAO, District of Cochrane DSSAB

As the Chief Administrative Officer of the Cochrane District Social Services Administration Board (CDSSAB), David Landers was responsible for overseeing the provision and delivery of Ontario Works, Social Housing, Children’s Services, Emergency Medical Services, Homelessness Prevention Programs and Community Resource Centres throughout the District of Cochrane. He began his career in municipal social services as a caseworker with the City of Timmins Department of Social & Family Services before Local Services Realignment led to the creation of DSSABs in Northern Ontario in 1999. At the CDSSAB, David held various positions including Community and Operations Manager and Director of Ontario Works & Children’s Services, prior to being named as the Chief Administrative Officer in 2004.

As the former President of OMSSA from 2012-2013, David has participated in various Association and provincial committees, including:

  • Chair and member of OMSSA’s Awards and Nominations Committee;
  • Chair of both of OMSSA’s networks: Service Manager Housing Network (SMHN) and Homelessness Prevention Network (HPN);
  • Member of OMSSA’s Governance Committee;
  • Chair of OMSSA’s Policy & Advocacy Committee from 2009 – 2014;
  • AMO’s Human Services Implementation Steering Committee (HSISC) of the PMFSDR
  • Member of the Provincial Municipal Social Assistance and Employment Committee (PMSAEC),
  • Member of the Northern Ontario Service Deliverer’s Association (NOSDA)
  • AMO Social Assistance Task Force;
  • OMSSA’s OW Directives Working Group;
  • The Provincial-Municipal Restructuring Social Assistance Advisory Group;
  • The Provincial-Municipal Social Services Consultation Group (PMSSCG);
  • The Provincial-Municipal Advisory Group on Improving Employment Outcomes for Recipients in the ODSP;
  • OMSSA’s Ontario Works Simplification Task Force; and
  • AMO/OMSSA Blueprint Advisory Committee

David’s strong municipal voice was evident in ensuring that local and regional concerns were examined in policy development and brought those positions to his role on the OMSSA Board of Directors from 2007-2014.
