Housing & Homelessness

OMSSA's vision is that every person in Ontario has a right to safe, secure, and affordable housing and, if needed, access to quality services to move along the continuum from homelessness to housing.

OMSSA believes that housing and homelessness services are essential to the achievement of healthy sustainable communities.  We also believe that a leadership role for CMSMs and DSSABs as service system managers for the continuum of services for housing and homelessness is critical for long-term success.

To support our members in this sector, OMSSA:

  • Analyses information, conducts surveys, and develops positions on housing and homelessness with a particular focus on the central role played by municipal service system management.
  • Creates networking opportunities for service managers to support their role as service system managers for housing and homelessness services.
  • Seeks opportunities to work with all orders of government and organizations in policy development and promotion.

OMSSA also provides information and education services to enable its members to deliver high quality services and to influence decision makers by being well informed and by developing skills in the planning, management and delivery of housing and homelessness services.

Housing Services Act, 2011

In 2011 the Ontario government enacted the Housing Services Act, 2011. Also known as Bill 140, the Housing Services Act was the most significant change for housing in Ontario since the province downloaded social housing responsibilities to service managers.

Long-term Affordable Housing Strategy (LTAHS)

OMSSA members participated extensively in consultations for Ontario's Long-Term Affordable Housing Strategy. OMSSA's LTAHS Advisory Group worked with government to address the needed changes prior to the third reading of Bill 140. Read OMSSA's Quick Connect on the LTAHS announcement.
