    Director, Housing Services 

    Reporting to the Commissioner of Social Services, the Director, Housing Services is responsible for the overall leadership and administration of the Housing Services Division. This includes the delivery of the Region's social housing programs, property management for the Durham Regional Local Housing Corporation (DRLHC), design and implementation of homelessness prevention strategies and promoting the development of new affordable housing, in accordance with policies of the Region and applicable legislation. The Director also oversees the implementation of the community's ten year housing and homeless plan. 

    The incumbent will:

    • Direct the management, administration and promotion of housing and homeless programs delivered by the Region of Durham in its capacity as Service Manager
    • Direct the delivery of comprehensive property management services for the Durham Regional Local Housing Corporation ensuring adherence to legislation, Regional policies and Directives
    • Promote the development of strategies and initiatives that address homelessness and affordable housing needs through the implementation of At Home in Durham: Durham Region Housing Plan 2014-2024
    • Undertake multi-stakeholder collaboration to identify service delivery trends and develop innovative responses to changing community needs
    • Contribute to Departmental and Corporate strategic objectives, ensuring alignment of Divisional goals and action plans with broader policy objectives
    • Working with the Divisional leadership team and with the support of other Regional staff, develop and monitor annual operating and capital budgets
    • Provide leadership in the development of creative and responsive work teams focused on service excellence for the community, setting and maintaining performance standards for staff 

    The successful applicant will possess:

    • A post-secondary degree in social sciences, business administration, urban planning, public administration, or equivalent combination of education and experience
    • Extensive senior management experience in the administration of social service programs, preferably in the housing field
    • Demonstrated knowledge and experience in strategic planning, business planning and analysis, budget preparation and monitoring, project management and policy development
    • Superior written communication skills with the ability to convey complex information in a concise and clear manner in the form of presentations, correspondence, directives, policies, briefs, committee and council reports
    • Highly effective interpersonal skills with demonstrated political acuity in managing relations with elected officials, government agencies, staff and the general public
    • Sound understanding of community development principles, non-profit board governance, and experience in working collaboratively with multi-stakeholder communities
    • Extensive experience supervising and managing staff, preferably in a unionized environment, fostering organizational excellence in the delivery of social service programs
    • Extensive working knowledge of applicable legislation including but not limited to the Housing Services Act, Residential Tenancies Act, Municipal Freedom of Information and Protection of Privacy Act (MFIPPA), Occupational Health and Safety Act, and Labour Relations legislation
    • Strong problem solving and decision-making abilities, with the ability to remain solution focused
    • Valid driver's license with access to a reliable transportation

    Management & Exempt Salary Grade 10 

    • Salary: $124,562 to $155,703 per annum 

    Conditions of Employment 

    Prior to the start date, the successful candidate will be required to provide a satisfactory Police Information Check dated  within two (2) months from date of hire. Proof of education, qualifications and any other job bona fide requirements will also be collected.
