City of Peterborough, Social Services Division Manager

  • Social Services Division Manager

A uniquely rewarding opportunity for an innovative, confident and collaborative social services leader to manage Peterborough Social Services – a division devoted to “Helping  people, changing lives” – in the delivery of quality, accessible programs and services.

Located in the heart of Ontario’s scenic Kawarthas region, an area known for its exceptional quality of life and access to a wide array of amenities, the City of Peterborough is committed to ensuring that all its residents – 82,000 and growing strong – have equal access to the City’s goods, services and facilities. The City promotes a safe, healthy workplace, and its employees strive for excellence every day in providing the very best service possible.

Peterborough’s Social Services Division works with individuals and families to meet their needs and advance their goals and ambitions, by providing a wide variety of social programs such as financial resources, employment planning, child care, education and training, homelessness prevention, addictions and wellness programs, and community partnerships. The Division is also an active partner in addressing broader social issues within the City and County of Peterborough (population 140,000).

As Social Services Division Manager, you’ll champion the values of Accountability, Collaboration, Fairness, Individuality, Innovation and Potential, and work closely with internal and external stakeholders to facilitate interaction and initiate opportunities for change, provide creative, innovative approaches to planning and problem-solving, and ensure that the systems, structures and processes are in place to effectively deliver quality social services and programs.

Reporting to the Director of Community Services, you will oversee and lead the planning, development, delivery and administration of all programs and services of the Social Services Division for the City and County of Peterborough (through a Joint Services Agreement). In ensuring the implementation of municipal and provincial social service policies, programs and legislation, your primary focus will be on ensuring the efficient, effective and unbiased service delivery to all individuals and families accessing the programs and services offered by the Division. Another integral part of your mandate as Division Manager will be carrying out the duties of “Administrator” as defined in the Ontario Works Act, 1997.

This is a sizable and rewarding portfolio for a relationship builder who is fully conversant with relevant social services legislation, and holds an honours degree (master’s preferred) in Social Work, Public Administration or a recognized equivalent, combined with a minimum of five years’ related management experience in the human services field, preferably in a public sector environment. You have a solid track record of successfully leading service delivery in a municipal environment and managing unionized staff, and are adept at planning, program and project evaluation, budget development, financial management, and service contract negotiation and administration, and skilled in team development, conflict resolution, performance evaluation and change management.

An excellent communicator, with a positive, confident and approachable manner, you recognize the need for diversity opinions, readily share information with your colleagues and solicit their input, and seek consensus in decision-making whenever possible. As Peterborough’s new Social Services Division Manager, you will also be comfortable with managing change and conflict, committed to the development and empowerment of your team, sensitive to the dynamics of the organizational culture and the role people play in meeting organizational goals and objectives, and known for consistently putting your stated principles and values into practice. We are looking for a perceptive, analytical problem-solver who understands and effectively navigates management and political systems, structures and processes to achieve results.
